Research On Critical Facotrs Impacting On Rural Road Construction Projects Conflict

Since the 19 th CPC National Congress,the CPC Central Committee has put forward the rural revitalization strategy,and a large amount of funds have been invested at the grassroots level.The countryside has undergone earth-shaking changes,and the new stage has put forward higher expectations and requirements for rural roads and other infrastructure.A series of favorable policies such as "Four good rural roads" will be implemented at the grassroots level.Under the background of the new era,rural road construction projects also show some new characteristics and changes,such as more strict protection of cultivated land to ensure food security,and higher requirements for rural road construction standards and quality.Therefore,the key influencing factors and interaction mechanism of rural road construction projects in the new era are revealed.It is of practical significance to effectively manage conflicts in project construction.Therefore,this paper starts from the relevant factors and mechanisms affecting project conflicts in rural road project construction,and makes the following research.First,various literatures on project management,project conflict and social network analysis(SNA)were screened out by using the major databases such as CNKI,and relevant basic theories were reviewed,and the roles and relationships of various parties in project conflict during project implementation were preliminarily clarified,thus establishing the research basis and theoretical framework for further study.Secondly,combined with the characteristics of influencing factors of project conflict in rural road construction,the paper makes a comprehensive analysis and judgment,and on this basis,summarizes and deduces the key influencing factors of project conflict in rural road construction.Collected project quality,project progress,investment progress,non-standard contract terms,corruption behaviors of construction units,unreasonable personal intervention of leaders,poor communication between project parties,unscientific construction organization and management,project objectives and plans,inadequate coordination and management involving project conflicts in a total of 53 initial categories of influencing factors in three parts: process,task and relationship.In addition,125 questionnaires were distributed according to the position level,cultural level and personnel category of the respondents,forming the first-hand information of analyzing the factors affecting the conflict in the construction of rural road projects.Third,based on social network analysis(SNA),a social network was initially built to analyze the key factors affecting the conflict of rural road construction projects,which laid the foundation for the subsequent selection of cases for analysis.Fourth,verify,analyze and evaluate the key influencing factors of rural road construction project conflicts by using social network analysis method through actual cases,analyze the social network formed by key influencing factors as a whole,and use Ucinet software to analyze the network size and network density.The centrality,intermediate centrality and proximity centrality of key influencing factors in the case are determined.Finally,according to the relevant results of case analysis,countermeasures and suggestions are extracted from resolving conflicts in the field of rural road construction projects,providing reference for similar projects to deal with conflicts in the implementation.
