| In the context of steady growth in fixed asset investment in China,the issue of investment control has been a concern for the national and regional authorities.To enhance the level of investment control in construction projects,both the national and local governments have formulated relevant policies and implemented measures to continuously strengthen the requirements for comprehensive process control.The "14th Five-Year Plan" and the 2035 Vision clearly state the need to accelerate the development of the digital economy,digital society,and digital government,with the aim of driving transformative changes in production methods,lifestyles,and governance through digital transformation.In the wave of digital transformation,the construction industry has increasingly demanded information technology and information management,making the construction of an information management platform an important foundation for comprehensive investment control,thus necessitating research in this regard.To clarify the basic approach to constructing an information management platform,this paper takes the government investment projects in Guangxi as an example and conducts a survey on investment control issues using a questionnaire.The results of the survey indicate that comprehensive investment control is not adequately implemented,and the main reasons for this are difficulties in coordination,communication,inadequate control mechanisms,and a lack of control measures,with information transmission being a central and critical factor.Based on this,the paper takes information as the main focus and information management as the key emphasis to establish the basic approach for constructing an information management platform.Through an investigation of the existing information management platforms of the government and state-owned enterprises in Guangxi,this article explores their shortcomings and influencing factors in terms of information management for full process investment control and proposes the use of IDEF0 information flow analysis and modeling to identify the root causes of the problems.Taking government investment projects as an example,starting from the activities of full process investment control,the article uses the IDEF0 method to sort out the input information,output information,control information,and control mechanisms of each stage and activity.It clarifies the relationships between information providers and information construction activities.Based on the results of information flow analysis,an information storage database is built with key investment control information such as project quantity,price,cost composition,and rates as the basis,and My SQL technology is used for implementation.Building on the foundation of IDEF0 information flow analysis and introducing concurrent engineering thinking,the article analyzes the organizational restructuring,process restructuring,and information support in full process investment control.Based on this,the framework of an information management platform for full process investment control is designed.Drawing on concurrent engineering theory and the framework design of the information management platform for full process investment control,the article analyzes the information support of the management domain,execution domain,and support domain for full process investment control.Finally,combining with web program development technology,a preliminary architecture of the information management platform is implemented.Finally,through the analysis of the value-added effects of the information management platform and empirical analysis of its sub-functions,the effectiveness of the information management platform in solving information management problems is verified. |
