The massive emission of carbon dioxide and other greenhouse gases leads to the rise of global temperature and climate warming, which has long been concerned by international organizations and countries all over the world.Countries are also actively responding to energy conservation and emission reduction, and taking various measures to stem the trend of global warming. As a big carbon emitter, our country also assumed the corresponding responsibility of energy saving emission reduction, and put forward the double carbon goal. For a long time, the research on transportation system efficiency evaluation has focused on transportation scale and its social and economic effects, while the total factor production efficiency and related undesirable output in the process of transportation production activities have not attracted enough attention. Therefore, how to evaluate and analyze the carbon emission efficiency of provincial transportation systems more scientifically and effectively has become a hot topic. However, existing researches mainly focus on static analysis, and there are few researches on dynamic analysis based on static analysis and considering regional heterogeneity. This is the entry point of this study. This paper mainly includes two aspects, first, based on static dynamic efficiency analysis,we based on BAM(Bounded-adjusted Measure)data envelopment analysis theory,to discuss the provincial transportation system total factor carbon emission static efficiency, and based on this static analysis,Using the global Malmquist index based on BAM,this paper analyzes the dynamic efficiency changes of China’s transportation system from 2004 to 2020 from three aspects: technical progress, management level and scale efficiency.Secondly, considering the different economic development situation of Chinese provinces and the large gap between regions, this paper uses the Theil index to explore the internal and external factors affecting the dynamic efficiency of carbon emission.Specifically, this paper first analyzes the change of transportation system carbon emission efficiency through data envelopment analysis theory, global Malmquist index and Theil index, and then studies how to provide policy basis for energy conservation and emission reduction from internal and external factors affecting productivity. The model analysis in this paper consists of three parts:(1)Using the BAM data enveloping theory to evaluate the total factor productivity of carbon emissions in the provincial transportation system and find the sources of its inefficiency;(2)Through the global Malmquist dynamic analysis based on BAM,it is found that the overall carbon emission production efficiency of our country has begun to show an upward trend.(3)By using Theil index to analyze the heterogeneity,it can be concluded that the regional differences between the three regions are obvious, and the future development priorities of the transport industry in each province should be different. This paper analyzes the carbon emission efficiency of transportation system based on BAM data enveloping analysis, which contributes to the sustainable development of transportation system and provides some scientific decision basis for the construction of transportation carbon trading market.
