| P Company is an infrastructure engineering corporation with first-class qualification of general contracting of port and channel engineering construction.It mainly contracts port and channel engineering,water conservancy and hydropower engineering and highway engineerin g.It has finished many famous domestic projects.In 2015,P Company began to join in international engineering projects.Due to imperfect organizational structure,management system and the lack of personnel stationed abroad,international projects are di fficult to carry out.The problem of subcontractors’ management is particularly serious.There are often no subcontractors available for newly started projects and subcontractors are often subject to internal and external complaints.What’s more,subcontra ctors can hardly finish its work on schedule.It is urgent to improve the evaluation of subcontractors.Through the analysis of the management status of subcontractors of Y project and the questionnaire survey of related managers,it is found that subcontractors have problems such as single source,low construction level,mere formality of process evaluation and low continuation rate.The reasons are as follows: non-standard bidding process,imperfect evaluation system,and rare contact after comple tion.Aiming at the above problems,based on the subcontractor evaluation management model and combined with the international engineering practice,this paper uses the analytic hierarchy process to improve the subcontractor bidding selection index system.The evaluation system of subcontractors is improved by combinin g AHP and balanced scorecard.It is proposed to cultivate strategic subcontractors and build strategic community to cope with the changeable international engineering market.Finally,from rul es,manpower an d financing three aspects,ensure the implementation of the improvement plan.At present,the evaluation management of international engineering subcontractors is drawing attention of many general contracting companies.High-quality domestic subcontractors can make up for the lack of construction technical experience of general contracting enterprises,while high-quality territorial subcontractors can help general contractin g enterprises integrate into the culture and customs of the territoria l countries more quickly,and reduce unnecessary disputes.By improving the evaluation and management system of international engineering subcontractors of P Company,this paper helps to select superio r subcontractors and cultivate strategic subcontractors,so as to build a community to achieve a win-win situation. |
