Against the backdrop of global economic integration,the “go global” strategy and the “Belt and Road” initiative launched by the Chinese government has intensified the competition between Chinese power construction companies and those coming from countries such as Japan,South Korea,Europe and the United States in the international market.The long-term and stable cooperation between power construction companies and subcontractors helps to constantly optimize the link-up between construction(C),design(E)and procurement(P),as well as to enhance the comprehensive capabilities such as project performance,management coordination and resources integration,thus creating core competitive power for construction companies in international power station EPC projects.For that reason,well selecting eligible subcontractors has become an important part of the smooth implementation of the EPC projects.Also,it constitutes a critical part of the entire production and operation chain and one important factor in affecting project performance.Firstly,this paper analyzes the domestic and overseas research status of the subcontractor selection theory,and introduces the EPC model,its characteristics,as well as concepts of subcontractor.Besides,in the paper,the value chain,transaction cost,resource base and other theories are studied and selected as the theoretical basis for the selection of subcontractors.Furthermore,it also summarizes and expounds the shortcomings of the traditional subcontractor selection evaluation system.Second,the literature method and expert interview are used to target the indicator selection of the subcontractor evaluation indicator system,as well as industry and company application and matching issues.The ANP network analysis method and grey correlation analysis are employed to identify the comprehensive capacity evaluation indicators.Further,the new evaluation indicators and weights are established,and the subcontractor selection and evaluation indicator system and model are constructed.Third,the above-mentioned issues and improvement plan are tested against the subcontractor selection and evaluation system and model of Project Q of S power construction company.The summary of this study allows them to be accessed by more companies.Also,it completes the study in the power construction subcontractor selection field in China,and provides reference for peer power construction companies when selecting subcontractors.The theoretical analysis and empirical research employed in this paper lead to four main conclusions: First,the introducing of management theories such as value chain and supply chain into the study provides theoretical support for the selection of subcontractors in power construction companies.Second,the subcontractor selection and evaluation indicators and mode for power construction company under the EPC mode is established.The combination of ANP and grey correlation method and the application of Super Decision(SD)software provide new ideas and approaches for better selection of subcontractors.Third,a full recognition of the generalization and application importance of construction and subcontracting planning,qualification review,subcontractor introduction,tendering and bid evaluation and bid award under the EPC mode allows companies to select subcontractors legally and in compliance with the regulations.Fourth,the applicability and feasibility of the subcontractor selection indicator system and model are verified,which lays a solid foundation for the promotion and use of the system and model for companies.
