In recent years,China’s port development has been rapidly advancing and its cargo throughput continues to rise in global rankings.However,in the current trend towards comprehensive port development,the main challenge faced is that ports are becoming larger but not necessarily stronger or more efficient.As policies related to high-quality development and world-class port construction continue to evolve,various ports are constantly adjusting their development strategies and directions.Located along the northern coast of China,ports in the Bohai Sea region serve as important energy transportation channels for coal,steel,and metal ore.Therefore,researching the high-quality development of Bohai Sea ports is of significant importance to meet the needs of contemporary society and accelerate the pace of urban development.This paper draws on previous research and existing official documents,evaluation systems,and other related materials to construct a scientific,comprehensive,and feasible evaluation index system for the high-quality development of Bohai Sea ports,with a focus on world-class port construction.Based on quantitative data and news media data from 2016 to 2020,the paper obtains a scientifically accurate evaluation result.The paper further analyzes the high-quality development trend,influencing factors,and spatial relationships of Bohai Sea ports,exploring the path to promote high-quality development.First,by referring to relevant literature on port development history and high-quality development connotations,this paper defines the concept of high-quality development for ports from the perspective of innovation,coordination,green development,openness,and sharing.Second,based on the analysis of the current status of Bohai Sea port development,this paper constructs an evaluation index system for the high-quality development of Bohai Sea ports.Third,the G1-CRITIC model is introduced to determine the weights of both subjective and objective indicators and scientifically divide the influence level of each indicator,improving the previous single-weighting bias.The T-Grey projection dynamic model measures and analyzes the high-quality development level of Bohai Sea ports in recent years.The random forest algorithm and gravity model are used to analyze the influencing factors and spatial relationships,respectively.The results show that the overall high-quality development level of Bohai Sea ports is trending upward,with Tianjin Port and Qingdao Port having significantly higher comprehensive evaluation indexes than other ports.In terms of influencing factors,cargo throughput,resource utilization,and import-export trade performance are particularly outstanding.The spatial correlation strength of Bohai Sea ports is continuously increasing,with Tianjin Port,Qingdao Port,and Dalian Port performing particularly well as the center nodes of the port group. |
