| A large number of soybeans are imported to China,which accountings for more than 60% of global soybean imports.Soybeans are imported mainly by bulk shipping,with a single cargo capacity of more than 60000 tons.The epidemic situation is very complex,which makes the work of China’s port supervision department under great pressure.In 2018,the entry and exit inspection and quarantine management responsibilities and teams of the former AQSIQ were transferred to the General Administration of customs.New customs pay close attention to how to ensure the soybean quality and safety,and how to go through the customs quickly,prevent the entry of foreign epidemic and protect the agricultural production safety of China.In this research,a more optimized sampling method has been developed by studying two sampling methods,analyzing the difference and correlation between the test results.Based on the research,the readjustment of the focus of work has achieved the goal of reducing the amount of testing,improving the efficiency of Port Supervision and deepening the reform of inspection and quarantine business on the basis of ensuring the accuracy of testing.China mainly imports American soybeans,which has obvious competitive advantages,with the characteristics of uniform quality,low production cost,high oil content and protein content.There are quarantine pests in imported soybeans,mainly weeds.Ambrosia artemisiifolia and Cenchrus pauciflorus are high-risk pests.Cenchrus echinatus,Convolvulus arvensis and Cenchrus tribuloides are medium risk species.Soybeans imported from the United States,Brazil,Argentina and Uruguay were selected as the research objects.1970 samples were collected according to the current standard inspection sampling method and the sampling method according to the quarantine regulations.The impurity content,broken grain content,damaged grain content,detection rate of quarantine harmful weeds and quantity content of quarantine harmful weeds of each ship were calculated with the same test method as well as detection frequency and quantity content of18 quarantine harmful weeds.In order to find out a better sampling plan for imported soybeans,the results of the two sampling methods were analyzed by t-test and Duncan test,the quality of soybeans and the pest species detected were compared.At the same time,correlation analysis is carried out among the test items.The results are as follows: There is no significant difference between the results of the two sampling methods.The sampling method according to the quarantine regulations is more suitable for the sampling work of import soybean Port Supervision,that is,taking the cabin as the unit,respectively take a composite sample of no less than 5 kg for the surface(upper),middle and bottom layers.The quality of imported soybeans from Uruguay is relatively good,while that of imported soybeans from the United States is relatively poor.There are a large number of quarantine pests detected in imported soybeans from the United States,which need to be focused on.The broken grain content was extremely positively correlated with impurity content,damaged grain content and quantity of quarantine weeds.Accordingly,broken grain content should be a key reference quality index in port supervision. |
