| The huge amount of carbon dioxide emissions caused by the combustion of fossil resources is the main cause of the current global greenhouse effect and environmental crisis. In order to assume the responsibility of energy conservation and emission reduction and promote the solution of the global environmental crisis,China officially proposed the "dual carbon" goal in 2020: that is,it plans to peak carbon emissions before 2030 and promises to achieve carbon neutrality in 2060.This paper attempts to expound the theoretical significance of the "dual carbon" strategy from the perspective of development ethics, and put forward the ethical principles in the implementation of the strategy.According to the three pairs of relationships between human and nature, countries and countries, present and future generations concerned with development ethics, this paper expounds the ethical implications of development in the three parts of the "dual carbon" strategy: ecological justice, distributive justice and intergenerational justice.First, this paper examines the realization of ecological justice in the "dual carbon" strategy. This paper examines the relationship between human and nature in the process of human development and the positioning of human beings in it,and concludes that in the implementation of the "dual carbon" strategy,it is necessary to clearly establish the principle of ecological holism and the principle of human subjectivity, and realize the ecological justice relationship between human and nature.Secondly, this paper examines the realization of distributive justice among countries on energy conservation and emission reduction. This paper uses Rawls’ s distributive justice principle to analyze how to achieve a just distribution of carbon emission rights and emission reduction obligations in the implementation of "dual carbon".The conclusion is that the "dual carbon" strategy contains the principle of equal opportunity and the principle of difference, and is an important measure to achieve distributive justice among countries. Finally, this paper examines the achievement of intergenerational justice. This paper first examines the possibilities and limitations of Rawls’ s theory of intergenerational justice, and comprehensively proposes the way of achieving intergenerational justice in the "dual carbon" strategy. The conclusion is that the "dual carbon" goal is based on the absolute obligations of the present generation, completes the retroactive intergenerational obligations, and stores sustainable environmental resources and new development obligations for future generations. In general,in the process of realizing the "dual carbon" work, the sustainable relationship between human and nature, the just distribution relationship of responsibility between countries and the relationship of justice and obligation between generations have been realized,so it has important development ethical value and is an effective way for mankind to alleviate the global climate crisis. |
