In 2003,after China formally joined the UN Convention for the Safeguarding of Intangible Cultural Heritage,the curtain of the protection of intangible cultural heritage has entered a new stage.In this time dimension of nearly two decades,Adopted the Law of the People’s Republic of China on Intangible Cultural Heritage,And taking all kinds of relevant measures and guidance for the protection of intangible cultural heritage at all levels as the starting point.A series of systems and measures for the protection,support and supervision of intangible cultural heritage have been established,to a large extent,which have improved the situation of numerous problems in the process of non-inheritance,and many remarkable results have been achieved.However,with the progress of the times and the development of society,the inheritance and development of some of them have also changed a lot,and the deficiencies in some policies and systems and the problems arising in the implementation process have been exposed.This article focuses on the collaborative governance of multiple entities in the protection of intangible cultural heritage,and the inheritance and protection of two national traditional drama intangible cultural heritage projects originated in Guilin are selected as the research objects.Through in-depth interview survey with relevant staff of intangible cultural heritage protection,understand the current situation and existing problems of multi subject collaborative governance in intangible cultural heritage protection,and the causes are analyzed.Then,on the basis of in-depth case studies on the collaborative governance of multiple entities in the protection of Gui Opera and Caidiao Opera,this paper proposes ideas and strategies for optimizing the collaborative governance of multiple entities in the protection of intangible cultural heritage.The main content of this paper includes four aspects: first,it is clear theme significance,relevant research,ideas and research methods at home and abroad,as well as research focus,difficulties and innovation,research ideas and methods as well as research priorities,difficulties and innovations,defines the concepts of Gui Opera,Caidiao Opera,intangible cultural heritage and intangible cultural heritage protection,and briefly introduce the basic theories of collaborative governance and their applicability in this article.Secondly,it combs the status quo of inheritance and protection of Gui Opera and Caidiao Opera,and taking these two intangible cultural heritage projects as examples,this article introduces the current situation of collaborative governance among multiple entities.At the same time,combined with field research,in-depth interviews and other means,the analysis of the problems in the collaborative governance of multiple entities in the protection of traditional theater in Guilin mainly focuses on the imperfect policy system,inadequate policy implementation,and the lack of efforts from multiple entities.And combined with the theory of collaborative governance of multiple entities,analyze the cause of the problem from the perspective of relevant policy formulation,implementation and the role of various subjects.Finally,propose three suggestions for optimizing the collaborative governance of multiple entities in the protection of intangible cultural heritage,that is,to improve inheritance and protection policies,adhere to the core role of local government,and mobilize other multiple subjects to cooperate in governance.
