Policy Research On The Development Of EU Science And Technology Integration

With the rapid development of science and technology,the competition among countries in the high-tech field is intensifying.High-tech scientific research results deepen people’s exploration of unknown fields and convenience in daily life.At the same time,the combination of scientific research results and market development can greatly improve the country’s competitiveness in the international market,and scientific and technological progress and economic development promote mutual development.Research and Technological Development(RTD)has become a major factor in the operation of an industrialized country.Cooperation is the mainstream of modern international relations.High—tech cooperation among countries is an important part of international cooperation.The cooperation is a domestic vehicle that finally achieves the goal of common interest through a certain cooperation model between different international actors.The process of scientific and technological cooperation is often accompanied by technological exchange and transfer,resource sharing and the reorganization of scientific research human resources,thus affecting the process of scientific and technological cooperation between countries The most direct influencing factors are the interests,resources,political conflicts and contradictions among participating member states and their cooperating countries.As early as the early 1950 s in the European Union,it took the lead to enter regional integration development.The development of science and technology is related to the national economic level and national defense strength.The EU has invested heavily in science and technology policies over the years,and the development of the science and technology cooperation system is relatively mature.Regardless of the degree of EU integration,there are bound to be various influencing factors for cooperation between countries,and these factors may have a role in promoting or hindering European technological cooperation.The purpose of this article includes: firstly,to sort out the important transnational scientific and technological cooperation policy of the EU,and to analyze the current status of the EU’s scientific and technological cooperation policy;secondly,to study the driving forces and constraints of the EU’s scientific and technological development.Finally,study the cooperation dilemma and development direction of member states of the EU’s science and technology cooperation policy.research object,and mainly discusses: first,the difference and current status of the science and technology level between European science and technology and EU member states;second,what are the factors that affect the cooperation of science and technology between EU countries.Aiming at the first question,this article uses a comparative scientific method to first evaluate the scientific and technological level of the United States and Europe,and draws a world-leading conclusion on European technological level.Therefore,European scientific and technological policies also have certain research value.Later,the scientific research level of each country in Europe was evaluated from the aspects of scientific research(R&D)budget,number of SCI journal articles,scientific and technological cooperation policy budget,and gross domestic product(GDP),and used as a test index for the achievements of European scientific and technological cooperation.The scientific and technological level of EU member states has been classified.In response to the second question,based on the national scientific and technological level obtained in the previous article,this article analyzes the factors that promote the scientific and technological cooperation among EU countries.Finally,through the analysis of the EU’s scientific and technological cooperation dilemma,we get a benign outlook on the form and development of European scientific and technological cooperation.
