| Among China’s civil servants,grass-roots civil servants with relatively difficult conditions account for a large proportion,and the number of grass-roots civil servants below the County alone accounts for more than half of the total number of civil servants.These long-term grass-roots civil servants below the county often face many difficulties,such as complex and cumbersome work,low salary,low political treatment,narrow job promotion path and so on,It has seriously affected the work enthusiasm of grass-roots civil servants below the county level,and even many contemporary young people do not want to go to the grass-roots level,resulting in a serious brain drain.The current situation of grass-roots civil servants is also caused by the long-term restrictions on the institutional establishment and specifications of grass-roots administrative departments,and the lack of a reasonable and effective job promotion mechanism that keeps pace with the times.Based on this,the Central Committee made a major decision in 2015,that is,to implement the concurrent post and rank of civil servants,and open up a truth of rank promotion in addition to the post promotion of civil servants,so that the majority of grass-roots civil servants who have not been promoted for a long time can receive certain economic treatment.This favorable policy is of great significance to strengthen the stability of civil servants and enhance the enthusiasm and work enthusiasm of grass-roots civil servants,To a great extent,it has improved the long-term professional difficulties faced by grass-roots civil servants.On January 15,2015,the opinions on establishing the policy of concurrent positions and ranks of civil servants in organs below the county level were printed and distributed.On June 1,2019,the newly revised law of the people’s Republic of China on civil servants came into force.At the same time,the provisions on concurrent positions and ranks of civil servants were printed and distributed.The new provisions on concurrent positions and ranks greatly reduced the requirements for the number of years required to promote the rank,and put forward the rank The number of posts is a new requirement approved according to a certain proportion of the number of administrative stafing of various categories of civil servants.Since 2020,the tax system has carried out two rounds of rank promotion.This paper aims to study the current situation of the implementation of the new post and rank parallel policy by the tax department of Y County in Shandong Province.According to Smith Model and energy level correspondence theory,using the methods of case analysis,questionnaire survey and case interview,this paper first combs the implementation of the dual post and rank parallel administrative policy of the tax department of Y County,and a series of problems existing in the implementation of the post and rank parallel policy by the tax department of Y County:the promotion of post and rank is not completely separated There are some problems in the number of years of rank promotion,such as "short on the surface and long in practice",inadequate implementation of democratic evaluation and assessment mechanism,low sense of acquisition of some groups,and incomplete matching between ability and rank.Then it finds out the reasons for these problems in four aspects:the policy itself,the executing agency,the target group and the environmental factors.Finally,it puts forward opinions and suggestions on how to improve the construction of post and rank parallel policy,improve the management of policy implementation process,cultivate civil servants’ correct understanding of post and rank parallel policy,and create a good policy implementation environment.It also puts forward suggestions on how to promote the implementation of post and rank parallel policy in the tax department of Y county,make a useful exploration. |
