In the new era,with the changes in the development trajectory of rural economy and society,social organizations as important entities in rural governance,have received increasing attention from the government and the nation.As a major agricultural province,Shandong Province has actively implemented various measures to support the development of social organizations in rural areas.In 2018,the Shandong Provincial Social Organizations Federation Expert Advisory Committee was established.Their publication,New Perspectives on Social Organization Governance and New Perspectives on Social Organization Development,systematically summarizes and analyzes the significant achievements and recommendations of social organizations in recent years in terms of their own development,institutional construction,rural revitalization,and epidemic prevention and control.These publications provide a guarantee for the scientific development of social organizations.And it has become imperative to clarify the roles of government,social organizations,grassroots organizations,and villagers,fully leveraging the roles in service-oriented,intermediary and integrative functions of social organizations in rural governance.It aims to achieve cooperative win-win cooperation,information resources Sharing,and affairs’ consultation among stakeholders with common goals and interests.Such endeavors are essential for implementing the rural revitalization strategy,realizing effective rural governance,building“aharmonious countryside” and advancing the modernization of rural governance.In order to better understand the current participation of social organizations in rural governance,this paper conducts a systematic analysis of the local social organization “Xiao Yu Di” in Lai Xi City,which is the birthplace of “Laixi Experience”.The research approach follows the SFIC model,which involves identifying and analyzing problems,researching countermeasures,and providing suggestions.The research methods primarily include literature review,field interviews,questionnaire surveys,and case analysis.By combining theory with practice,the paper investigates the governance situation of H Village,the basic operations of the “Xiao Yu Di” social organization,and the awareness,satisfaction,and level of participation of local villagers in social organizations.Additionally,Cite Space,a literature analysis tool is utilized to visually analyze the current research status and trends in this field,providing a clearer understanding of the research hotspots and directions in China.From the perspective of social systems theory,and considering the characteristics of rural areas as both closed and open systems,as well as the principles of collaborative governance,this paper examines the predicaments and causes of social organization participation in rural governance.It focuses on four main variables within the SFIC model: initial conditions,institutional design,catalytic leadership,and collaborative processes.Based on this analysis,corresponding countermeasures and suggestions are proposed.Through the research,it is found that the participation of social organizations in the collaborative governance of rural areas,involving multiple stakeholders,has exerted varying degrees of influence on the governance entities,approaches,content,and structures of rural governance.This participation can effectively enhance the effectiveness of rural governance.However,it is also observed that social organizations face certain challenges during their involvement through literature review and case analysis,such as inadequate internal development motivation,unclear role responsibilities,instability and lack of sustainability in resource support,deficiencies in specific and systematic operational systems,and a lack of mutual trust and cooperation between social organizations,village committees,and villagers.Therefore,considering the current context of deepening reform and opening up in China,as well as the transition and transformation of old and new contradictions in rural areas under the rural revitalization strategy,this paper approaches the issue from the perspectives of social systems and collaborative governance.Drawing upon the four major variables of the SFIC model—initial conditions,institutional design,catalytic leadership,and collaborative processes,corresponding countermeasures and suggestions are proposed.These mainly include strengthening Party leadership,enhancing social security,improving institutional development,and refining collaborative governance mechanisms.Furthermore,the paper offers prospects for the effectiveness and widespread implementation of social organization participation in rural governance.
