Research On Public Participation In The Performance Assessment Of Xinyi Municipal Government

The government performance appraisal is an important embodiment of the national governance system and it is an important means for the transformation of the Chinese government to a service-oriented government,which can fully reflect the work achievements of local governments.As the object of local government services,the public has the most direct,sincere experience,the most voice and the most qualified evaluation of the work performance of local governments.Let the public have more voice to evaluate government performance and turn public satisfaction into a quantitative measure is the important way to establish a service-oriented government and realize the modernization of national governance capacity.It is also an important research topic for contemporary public management.With the development of socialist market economy and democratic politics,the public’s awareness of democracy and rights is becoming more and more involved in government performance evaluation.In recent years,some local governments have actively explored ways and methods for people to participate in government performance evaluation,especially the rising of various public opinion surveys,which have broadened the channels for the public to participate in government performance evaluation.It promotes the scientific public management and are becoming increasingly recognized and valued by local governments.In the comprehensive assessment of scientific development,Xinyi City has achieved certain results with the national development trend as the guide,but according to the actual situation,there are still some problems in public participation.Based on this,this thesis takes the public participation of Xinyi municipal government performance appraisal as the research content.First,this thesis uses the literature research method to clarify the public participation,government performance appraisal and other related theoretical contents to lay the foundation for the post-text;Second,this thesis uses the questionnaire method and the practical interview method to start from the public "four degrees".Find out the problems in there,it mainly includes the need to improve public participation,the limited public participation channels,the low dominance of public participation and the lack of transparency in government performance assessment;Third,using the case study method combined with the relatively representative successful cases in China.Select Gansu "civilian evaluation" and Wuhan "TV to ask" politics to provide guidance for Xinyi City;Last,this thesis offers the targeted solution strategy,it mainly includes improving public participation,broadening the channels for public participation,highlighting public leadership,and improving the transparent mechanism of performance assessment.The purpose of this thesis is to pay attention to public participation and to reflect public participation in the government performance appraisal and to establish a scientific and effective government performance appraisal system.
