The government performance appraisal is produced in accordance with the development of the national governance system.Its emergence makes the government performance appraisal develop systematically.With the strengthening of the national attention,the performance appraisal system of local governments in China is gradually improved in practice.Shenyang is a city that introduced the performance appraisal system earlier.After more than20 years of accumulation and practical exploration,the government of Shenyang is in the performance appraisal It has achieved relatively ideal results,but there is still room for further improvement of the existing performance appraisal system.Building a service-oriented government that meets the people's satisfaction is the only way to promote the reform of government affairs,and it is also the key problem to be solved by Shenyang municipal government through performance appraisal.This paper defines the performance appraisal system of Shenyang Municipal Government in terms of concept,and defines the existing problems in the system The problem is studied.Based on the new public service theory,the government performance evaluation theory and the goal setting theory,this paper obtains the current management methods of the performance evaluation system of Shenyang municipal government by using the literature method and the questionnaire survey method,and analyzes the limitations of the performance evaluation system of Shenyang Municipal Government in the indicator setting,the lack of strategic thinking in the design of the indicator system,the lack of selection of performance evaluation subjects and the lack of implementation process Transparency.In view of the above problems,the comparative research method is used to refer to the practices of similar cities in the same provincial capital and get enlightenment.Combined with the actual situation of performance appraisal of Shenyang municipal government,the optimization of using scientific methods to guide the setting of index system,integrating innovative ideas into thedesign of performance appraisal system,the third-party introduction of performance appraisal subject design and strengthening information disclosure are proposed The Countermeasures of performance appraisal system are to optimize the performance appraisal system of Shenyang municipal government.The content of this paper is based on the integration of the new management concept and the index system,which provides valuable information for the construction of service-oriented government with the people as the center,so as to improve the people's satisfaction with government work.
