Employment is the foundation of people's livelihood and the source of wealth,and it is also the fundamental driving force for economic and social development.In the government work report of the State Council in 2019,the employment priority policy was placed at the macro-policy level for the first time,aiming to strengthen the orientation of all social subjects to pay attention to employment and support employment.At the same time,the demand for public employment services is gradually personalized,the service content is gradually enriched,and the service methods are gradually diversified.Strengthening rural public employment services is an important guarantee for promoting the overall improvement of the rural labor force's employability and realizing benign interaction with the rural economy and society;at the same time,it is also an important issue to promote the modernization of the national governance system and governance capabilities.At present,the contradiction between the people's growing need for a better life and the imbalanced and inadequate development is gradually becoming more prominent in the underdeveloped rural areas in the west.The demand for public employment services of rural labor force in County Y of Guizhou Province reflects the complex characteristics of individualization,stratification,and diversification.However,the grassroots government is the main bearer of rural public employment service supply,limited by the lack of funds,personnel,technology,and information.There are three types of imbalances in the supply and demand of rural public employment services: “insufficient supply and insufficient demand”;“insufficient supply and excess demand ”;and “ excess supply and insufficient demand ”.Highlighted are the problems of supply and demand goals and value fragmentation,lack of cooperation between supply and demand subjects,mismatch between supply and demand content,decentralization of powers and responsibilities of local governments,and poor information supply effects.How to improve rural public employment service capabilities and innovate the service system,promote the development of rural public employment services in the direction of higher quality and efficiency,and realize the coordinated development of rural public employment service supply and demand.This is an important issue that currently solves employment as the biggest problem of people's livelihood and adheres to theemployment priority strategy.It is also an inevitable choice for realizing the general requirements of the rural revitalization strategy of "prosperity of life."In view of this,in the context of the development of information technology,based on field interviews and surveys,based on public product theory,combined with the heterogeneous characteristics of rural public employment services in underdeveloped areas,the new public service theory advocates the relationship between government and citizens Construct a dialogue and negotiation mechanism,pay attention to the interests of citizens as the value orientation,and use the system coordination mechanism,resource coordination mechanism,and trust mechanism to build a coordinated supply and demand path for rural public employment services.Resolve the imbalance between the different supply and demand of rural public employment services in underdeveloped areas from a theoretical level;at the practical level,in order to further promote the reform and innovation of grass-roots government public employment services,to achieve the development of higher quality,more efficient and more balanced rural public employment services for reference.
