Energy Consumption Of The Double Control Policy Execution Problems Research In Baotou

Energy is the source of energy and material for social production and life.Social production and life are inseparable from energy,which reflects the importance and uniqueness of energy.However,there are certain negative externalities in the process of energy consumption.When the market mechanism cannot optimize the allocation of energy funds effectively,the energy market will fail.This requires the government to timely and effective intervention guidance energy market,to ensure the rational use of energy,improve energy efficiency.The double control policy of energy consumption,namely the double control of total energy consumption and energy consumption intensity,is a unique energy-saving policy implemented in China to promote the transformation and upgrading of economic development to high quality.The implementation effect of energy consumption double control policy depends on the effective implementation of the policy.Baotou is a typical traditional heavy industry city with heavy industrial structure and coal energy structure.The industry is dominated by energy-consuming industries,with large total energy consumption,relatively high energy consumption intensity and high dependence on energy.This paper takes the implementation of the double control policy of energy consumption in Baotou city as the research object,and makes a detailed review of the energy consumption situation,industrial situation and policy implementation in baotou city in the 13 th Five-Year Plan period and 2021.From the policy itself defects,actuators,target groups,policy execution environment four aspects analyzes the baotou city in the process of energy consumption of the double control policy implementation,such as incomplete system,the mechanism is not sound,the responsibility is not clear,enforcement is not enough,implementation method and target groups lack of understanding of the energy consumption of the double control policy and enthusiasm is relatively low.Therefore,this paper believes that Baotou city should improve the implementation effect of energy consumption double control policy by improving the implementation system and mechanism of energy consumption double control policy,giving full play to the maximum effectiveness of implementing agencies,improving the understanding and enthusiasm of target groups on the policy,and optimizing the implementation environment of the policy.
