At present, the demand and consumption for energy of EU have become the largest proportion in the world. The most members of EU are depend on foreign imports. It has a very high degree of dependence on foreign sources of energy. EU makes efforts to develop more effective energy laws and policies so that it can avoid the risk of dependent on foreign energy by summarizing the response of "global energy crisis" experience which was issued last century.The laws and policies for energy-saving of EU are composed of action plan and instructions and it involves broad. From the industrial area to the building industry, from transportation to the field of home appliances, the laws and policies of the European Union has done a very careful and specific rule which involves energy-saving. This article conducts a systematic introduction and analysis according to the laws and policies of EU. We can summarize the achievement since the energy-saving work from the beginning to present as well as the difficulties and the trend of development. EU has become the world example as the leader of international community of energy-saving. According to the formation and development of the energy conservation laws and policies from the European Union we can be found that EU energy rises in the last century gradually and was developed by exploration and it adapted to the development of social.The total amount of energy sources of China is rich, but the per capita consumption is lower than the average level in the world. With the rapid economic growth, the requirement of coal, electricity, petroleum, transportation and other important resources is increasing. Meanwhile, price also rises substantially, as well as the increased international risks by the degree of dependence on foreign sources of energy. Therefore the paper describes and analyzes something about energy-saving according to the current laws and rules in China. At the end of the article, it proposes the successful experience of the European Union which we should learn and some advises to improve our laws and rules.
