Study On The Collaborative Governance Strategy For County Rural Revitalization

The 19 th National Congress of the Communist Party of China defined "rural revitalization" as "rural revitalization",from the top-level design level and in fact as a national strategy.The year 2020 marks the realization of the goal of building a moderately prosperous society in all respects.China has won an overall victory in the fight against poverty and eliminated absolute poverty nationwide.The No.1 Document issued by the CPC Central Committee and The State Council in 2021,"Opinions on Comprehensively Promoting Rural Revitalization and Accelerating the Modernization of Agriculture and Rural Areas",makes overall arrangements for prioritizing agricultural and rural development and comprehensively promoting rural revitalization after China enters the new development stage.It also points out the direction for the current and future two phases of work on agriculture,rural areas and farmers.The study on synergetic governance theory started late in China.In the process of rural revitalization,the rural grassroots governance subject is relatively single.It is of great significance to construct a new public management mechanism through synergetic governance theory and form a synergetic multi-subject governance model with resultant force to our present situation.After the implementation of the rural revitalization strategy,Chinese scholars mainly focus on the study of single governance subject and multiple co-governance in rural revitalization county governance,but lack of research on the collaborative governance mechanism to optimize the multiple participation of various governance subjects,coordinated promotion at various levels and effective cohesion at various stages.Based on the theory of cooperative governance,this paper systematically expounds the connotation and main points of the theory,and analyzes the development background,the present situation of rural revitalization construction,and how to construct the cooperative promotion mechanism of county rural revitalization.Through literature research,investigation and other research methods,a coordinated mechanism for rural vitalization has been established that integrates the coordinated driving force mechanism,the coordinated operation mechanism and the coordinated restraint mechanism,and further discusses and analyzes the insufficient coordination of policy promotion,incentive and supervision,as well as the insufficient coordination of the upper and lower levels of the government,various departments and other non-governmental organizations in the current rural vitalization.Laws and regulations fall short of the strength of talent reserve and uneven financial support.According to the problems found in the research,the reasons behind it are analyzed and effective paths such as policy coordination orientation,government coordination mechanism at all levels,multi-subject coordination,talent team construction and sustainable fiscal policy construction are put forward,and effective suggestions are put forward for rural revitalization construction and the establishment of rural revitalization collaborative promotion mechanism at county level in Hebei Province.
