Research On Comprehensive Service Path Of Disabled Persons' Shelter Workshop

For a long time,the employment of the disabled has been a key and difficult problem in our government' s employment work.As a special social group,the disabled people objectively have different special needs for the employment environment form the healthy people because of their congenital or acquired defects.Subjectively,this group will inevitably suffer prejudices from all aspects of the social environment.As a typical representative of the protective service model to promote the employment of the disabled,the sheltered workshops for the disabled has alleviated the employment pressure of the disabled groups to a certain extent,increased the success rate of the employment of the disabled,and promoted the development of the cause of the disabled in China.However,with the changes of the real environment,the sheltered workshops are not well positioned and deviate from the initial goal of the establishment,the future development is in a predicament.Therefore,it is imperative for sheltered workshops to re-locate and change the direction of development.Based on Maslow's hierarchy of needs theory,energy enhancement theory,return to social theory,social support theory and other related theories of social work,this paper is completed on the basis of the author's three-month graduation practice in Z community.The first part is the introduction,which mainly includes the research background,research purpose,research significance,the literature review of the domestic research on sheltered workshops and the concepts related to the sheltered workshops for persons with disabilities.Theoretical discussion and the description of the main research methods used in this study.The establishment of sheltered workshops for the disabled is designed to provide a temporary and transitional place for persons with disabilities help them to re-employment through rehabilitation training,vocational training and employment guidance,return to normal social life,and share the fruits of reform and development with healthy people.However,due to the short development history of the sheltered workshops in China,the localization mode is still being explored.At present,the development of sheltered workshops deviates from the initial goal set,and it is the general trend to change the direction of development.Therefore,the author explores the development path of the future service direction of the sheltered workshops for the disabled,and proposes that professional social work should be involved in the future development of the sheltered workshops,so as to guide the sheltered workshops to complete the transformation of comprehensive service direction.The second part is about the present situation of the service of the sheltered workshop for the disabled in Z community of Hefei city,and the on-the-spot observation of the environment of the disabled people's asylum workshop in the community combined with the author's practical experience,and the in-depth interview with the relevant personnel.This paper reveals a series of realistic problems existing in the services process of the sheltered workshops for the disabled in our country.The management and operation of sheltered workshops are not perfect,the source of funds is single,the reserve funds are insufficient,the application procedure for trainees is simple,and the ability to be evaluated is ignored,the work content is simple and boring,the living environment is isolated,the social connection is lacking,the service personnel non-professional person and the docking enterprise are few,the employment transfer rate is low,etc.The third part is to explain the necessity and feasibility of the transition from the single placement service to comprehensive employment service.If the sheltered workshops for the disabled want to continue to develop healthily and sustainably,they must conform to the current development situation,re-examine themselves and find a correct position.Finally,in view of the problems exposed in the process of providing services for the disabled workers,the shelter workshops should be perfected from the macro-social level.At the same time,it puts forward some opinions on the future development direction of sheltered workshops,changes from the existing single placement service to the comprehensive employment service,changes the protective service mode to the preparatory employment service mode,and emphasizes the importance of introducing professional social work.Social work intervenes in the future development of the sheltered workshops for the disabled.Social work exerts its professional advantages to guide the sheltered workshops to complete a major change in the direction of future development.It maximizes the unique role of helping the disabled groups return to society through employment and integrate into the social aspirations,so as to realize the social integration of the disabled groups in a real sense.The fourth part is the summary and reflection of this study.It summarizes the main points and shortcomings of this study,and reflects on the future development of social work intervention in the sheltered workshops from four aspects:values,theoretical methods,practice model and evaluation.
