In recent years,"aging" and "pension" have become the hot topics in today’s society.According to CRIC,the scale of China’s pension industry will exceed 9trillion yuan in 2022,and reach 12 trillion yuan in 2025.With the wide attention of the society and more capital investment injected into the pension industry,the construction of health care characteristic towns is also in full swing.At the same time,the health characteristic rural construction project itself also has the characteristics of large construction scale,long investment cycle,wide industry coverage,many related parties and great social influence,which results in increasing the management difficulty and risk of the health characteristic town project construction.The application of PPP model has great advantages in the construction of small towns with health characteristics.PPP mode standardizes the rights and responsibilities of government and social capital through corresponding contracts,expands financing channels,reduces the financial pressure of the government,expands the investment scope of social capital and develops the financial field of private enterprises.Combined with the respective advantages of the government and social capital,it not only improves the investment efficiency of capital,but also shares and reduces the risks,making PPP projects have outstanding construction efficiency and quality.However,the PPP model is not foolproof,plus China is still in the early stage of characteristic town construction,the development is not mature enough,in the large-scale promotion and construction,there must be a variety of risks.Therefore,it is very important to study the risk management of PPP projects in health care characteristic town.first,Using the literature reading method and the field study method,According to the common characteristics of the health care-Characteristic town-PPP project,Identify 20 risk factors of PPP project of health care characteristic town and classify them according to the whole life cycle and stakeholders;next,Accordingly,the questionnaire was designed to determine the network neighbor matrix of risk factors,Using social network analysis to construct the visual network matrix of PPP project in health characteristic town,And through the relevant software to reflect the quantitative value of the overall network,block model and individual network,Thus,the core risk factors and the core risk relationship in the PPP project of health care characteristic town are determined;last,Give specific control suggestions for the core risk factors and carry out control effectiveness tests,At the same time,the actual application of health care characteristic town PPP project case for verification,Results all show that after controlling for core risk factors,It can effectively reduce the various indicators in the risk network model,Improve the efficiency of project risk management,Reduce the probability of project failure,Ensure the effective progress of the PPP project of the health care characteristic town.
