Research On Social Benefits Evaluation Of The Characteristic Town In Our Country Based On SEM

Throughout the last ten years of development,most areas in China,especially in rural areas,living standards,health care,education,social security,have been improved significantly.However,China's economic development by leaps and bounds,a series of imbalance problems like air fog,water pollution,the difficulty and high cost people see a doctor,public education resources distribution uneven,public infrastructure services distribution uneven,related security system imperfect are becoming more and more serious.The fruits of socialist development benefit people need to be strengthened.The characteristic town which is a new phenomenon and supply side structural reform of major strategic initiative is being more and more focus.From the perspective on government investment or dominant project evaluation,financial evaluation,economic benefit are more than social benefit for this kind of project evaluation.Under the economic background of the new normal,it is import to realize status and role of the characteristic town in the economic transformation and narrowing the gap between urban and rural areas,promoting the development of urban and rural integration and regional balance and need to know the economic development of regional industry,the improvement of the ecological environment,the improvement of people's living standard,and the promotion of cultural soft power for the promotion of the social system construction,social justice and social adaptability from the perspective of the whole society.Based on the predecessors' research,Construction theory,social benefit connotation,evaluation theory have been analyzed.Social benefit concerns of the characteristic small town have been defined.this article defines social benefits and problems that characteristic town focus on and then divide the social benefits into five aspects,including the development of society and people's livelihood,ecological environment,social economic development,infrastructure construction,construction of related system and the five aspects,respectively,establishes the evaluation index.In order to ensure the credibility of the indicators and effectiveness,the author issued questionnaires,and obtained first-hand data in Shandong,Sichuan,Zhejiang where characteristic town shave been built.With the reliability and validity test,the author deletes one index which does not meet the standard index,and a total of 28 optimization index have been retained.Using the structural equation method,the author collects data and establishes the society benefit evaluation system.Finally,5 big latent variables on the impact of the total social benefit and the impact of each index for each latent variable was analyzed.Targeted suggestions and construction emphasis on characteristic town in the future have been put forward according to the influence.
