| Rural elites are the core force of rural social development and the key factor to consolidate the achievements of poverty eradication and effectively connect Rural Revitalization measures.Rural elites often play an essential role in rural governance.Since the reform and opening up,the circulation of factors between urban and rural areas has intensified,which has slowly produced the flow of migrant workers.In the flow of urban and rural resources,in order to realize the yearning for a better life,a large number of rural labor force swarmed to the city,resulting in the extremely lack of reserve elites in rural society and the situation of hollow village.Such a phenomenon of outward labor flow is not conducive to the development of rural society.The change of traditional village governance and environmental governance mechanism puts forward new requirements for the innovation and development of villagers’ autonomy.At present,the state has vigorously developed the Rural Revitalization Strategy and constantly reformed and innovated the policy of strengthening and benefiting agriculture.Those rural elites who flow out to make a living in a foreign land have suffered the pressure of urban work and began to return to their hometown.In rural society,they can not only give full play to their self-worth and have plenty of food and clothing,but also greatly promote the progress of rural society.However,the shortage of talents is still a major problem in the process of rural development.Therefore,in order to promote the continuous progress of rural social economy,it is necessary to strengthen the promotion of rural elites,promote them to return to work,and stimulate their motivation to love their hometown,base themselves on the countryside and build their hometown.We should not only pay attention to the role of rural elites in rural development,but also correct the loopholes of the existing rural social democratic system and constantly improve it,build a suitable living environment for rural elites,widely accept rural elites,and show the great potential of rural elites in rural areas.Through the field investigation of Bahuang village,Bijiang District,Tongren City,Guizhou Province,this paper divides the nature of rural elites from three aspects: economic elites,political elites and social and cultural elites.At the same time,it analyzes the positive effect of the return of rural elites on the rectification of rural problems and the negative interference of outflow on Rural Governance: to a certain extent,The return of rural elites accelerates the progress of rural social economy,injects different cultural elements into the countryside,improves the rural living standard and quality,drives the villagers’ collective consciousness of rural governance,and makes democracy embodied in the countryside.It is a good assistant to promote rural revitalization;On the contrary,the influx of rural elites into the city leads to the problem of "hollowing out",the obvious lack of dynamic support in the countryside,the extreme shortage of various social basic resources,and the significant backwardness of the countryside compared with the city.Therefore,in order to implement the Rural Revitalization measures,reasonably allocate rural resources to the greatest extent,and improve the quality of life of villagers,it is urgent for rural elites to rectify and play a role in the countryside.At the same time,we should continue to promote the establishment of rural infrastructure,provide a suitable living environment,and make efforts for the return of rural elites and retain talents.The main content of this paper is introduced from five aspects: the first part summarizes the existing research.The second part explains the meaning of rural elite and its role in rural governance.The third part is the analysis of the situation and causes of elite flow in Bahuang village,Bijiang District,Tongren.The fourth part is the analysis of the positive and negative effects of rural elite mobility in rural governance.The fifth part analyzes the rational flow of rural elites to promote rural development. |
