In recent years,the rapid development of economic and social has continuously changed and extended the connotation and extension of China’s public services.In particular,the transformation of government functions with information have forced the public institutions that provide public services to change their working methods and improve their working efficiency.As an important key to improve the service quality of public institutions and enhance the effectiveness of personnel serving the society,but China started late and has many problems.Performance management optimization is a topic that many public institutions actively explore and solve.This paper takes HNZK Information Center(hereinafter referred to as the Center)as the research object,seeks out the problems that existing in its performance management system that do not meet the development requirements,and proposes systematic optimization strategies,corresponding safeguard measures.According to the framework of raising,analyzing and solving problems,the author has done the following research.(1)Combined with the performance management characteristics of public institutions,the relevant theories and main technical tools of performance management are sorted out to lay a foundation and provide basis for researching and analyzing the existing problems of the performance management system of the center and putting forward optimization strategies.(2)Comprehensively use the performance management theory and technology,and summarizing the basic status of the center’s performance management system,a scale questionnaire was constructed,and use the method of interview and questionnaire to find out the problems existing in the performance management system of the research object,and test the reliability and validity of the questionnaire and to do the description analysis.It is found that the performance management system of the center presents problems such as imperfect target plan,inadequate guidance and feedback,unscientific evaluation methods,insufficient incentive application and unclear actual effect.The causes of these problems lie in the deviation of the center’s cognition of performance management,lack and dislocation of system,backward technical level and weak organizational culture,they has restricted the improvement of the performance management level of the Center for a long time.(3)After finding problems of the center’s performance management system,adhere to the problem orientation,Scientific and rational use of performance management theory and technology,formulate the optimization strategy of the central performance management system based on the principles of scientific,systematic,applicable,and standardization.Draw lessons from the Management by Objectives,and completely formulate the performance objective plan system that is consistent with the organization’s strategic objectives and the responsibility ability of employees;Build an employee performance management evaluation system based on the Behaviorally Anchored Rating Scale,and use the Brain Storming,Delphi Method,Analytic Hierarchy Process,etc.to set five weighted first-level indicators of morality,ability,diligence,performance,integrity and 15 weighted second-level indicators for the annual evaluation of the center,and closely connect the "performance" indicators with the usual evaluation of employees,Apply the multi-evaluator evaluation method to enhance the hierarchy of evaluation;establish the performance communication mechanism,enhance performance counseling,and carry out performance interview and feedback;Comprehensively strengthen the scope and depth of performance incentive,and comprehensively use various incentive factors such as salary,development and emotion to promote performance improvement.According to the strategy,this paper advances the main work steps such as preparation and mobilization,management supervision and feedback improvement in the organization and implementation,as well as the guarantee measures such as organizational leadership,cultural construction,talent construction and information construction required by the Center to carry out the optimization of performance management,so as to ensure the optimization strategy be implemented smoothly.Through the anatomical research of a public service organization,this paper helps the organization to formulate suitable and feasible performance management strategies,and achieves the effective improvement of employee performance,organizational performance,and social service ability.The organization performance management research provides real cases and important references,expanding the study sample and provides a positive reference for alternative solutions for institutions in similar fields and situations.
