Performance management is one of the core contents of human resource management development and planning.To carry out performance management in public security organs will help to promote the development of public security work towards high efficiency and high quality.The public security organs shoulder to consolidate the ruling position of the Communist Party of China,as well as the important political and social responsibilities of maintaining the long-term stability of the country.With the gradual transformation of the government functions from the past management type to the service type,the public security organs should carry out scientific performance management and fulfill the responsibilities and missions of the new era entrusted by the party and the people.Optimizing the performance management system of public security organs is an in-depth study and implementation of the spirit of General Secretary Xi Jinping’s important speech at the National Public Security Work Conference.It is the need to effectively reduce the input / output ratio and reduce the fiscal expenditure.And it is an urgent requirement to enhance the combat effectiveness of public security officers,promote good social stability and enhance people’s sense of security.Firstly,this paper uses the method of literature research to systematically sort out and elaborate the relevant literature of police performance management at home and abroad.Secondly,this paper defines the concepts related to the performance management of the SWAT.Starting from the performance management theory,it deeply discusses the four modules of the theoretical analysis framework of performance management: performance planning,performance implementation,performance evaluation,performance feedback and result application.Thirdly,taking the individual performance management system of G Municipal Public Security SWAT as the research object,this paper objectively expounds its operation status.Secondly,by using the methods of questionnaire survey and in-depth interview,this paper analyzes the problems existing in the individual performance management system of G Municipal Public Security SWAT and the causes of the problems.Finally,according to the optimization principle,the paper puts forward optimization suggestions for the existing problems,so as to improve the working enthusiasm and efficiency of the special police and provide reference for the research of the performance management system of the police and even of the civil servants.
