Research On Problems And Countermeasures Of Business Environment Optimization In Haikou City

"The business environment is the soil for the survival and development of enterprises",a comprehensive reflection of the economic strength of a country or region.In recent years,China has attached great importance to the construction of business environment.Based on the 10 evaluation indicators of World Bank,China has issued a series of policies and measures to improve the business environment by learning from the advanced practices of countries and regions with the first-class business environment.Under the guidance of national policies,local governments across the country have actively promoted the construction of business environment through reform and institutional innovation.Since Hainan FTP was established in 2018,Hainan has ushered in new development opportunities.As the core city of Hainan ftp,Haikou undertakes the important responsibility of leading the economic development of the province as the provincial capital city.Meanwhile,Haikou,the political,economic,scientific,technological and cultural center of Hainan Province,is the fulcrum city of China’s "The Belt and Road" initiative and the largest transportation hub of Hainan Province.Facing the increasingly fierce competition in the development,how to strengthen the construction of business environment,improve the quality and efficiency of investment,has become an inevitable requirement of current economic development of Haikou.Through the analysis of literature,the paper explains the objectives and significance of the topic,introduces the status of scientific research at home and abroad,related concepts and theoretical basis.By collecting data from relevant units and conducting a questionnaire survey of about 200 enterprises in 2 administrative regions and 2development zones of Haikou.The current situation and existing problems of business environment construction in Haikou have been put forward,such as weak public infrastructure supporting services,lack of attraction to market environment and public environment,low efficiency of government services,lack of moderate social environment,shortage of professional talents and professional services,etc.Then the causes of the problems have been analyzed,the main reasons are: insufficient ideological understanding,insufficient attention to talent training,insufficient supervision and so on.Finally,draw lessons from successful experiences at home and abroad,and in combination with the practical situation of their own development of Haikou,the paper explores the specific measures of optimization business environment in Haikou,they are to improve public basic facilities construction,enhance the level of government services and service consciousness,improve the social service environment,strengthen market supervision system,strengthen personnel training and so on.
