With the deepening of China’s political reform, incentive mechanism has been running for more than ten years in China. As an important part of the public management mechanism, the incentive mechanism has played a certain positive role in mobilizing the enthusiasm and initiative, digging civil servants potential, and improving administrative efficiency of civil servants. Especially with the development of the new public management movement and the construction of public service government, it asks for more about the quality, attitude, and initiative of the civil servants. Although we have made a lot of achievements in practical application of incentive mechanism, there still exist many problems. So we have to take a further research to establish an effective incentive mechanism of civil servant system.This paper applies management science, sociology and the basic theory of administration, expounds the basic connotation of the civil service incentive mechanism and related theory, meanwhile, analyzes the present situation of the incentive mechanism, and puts forward the corresponding countermeasures and suggestions to perfect our country’s civil servant incentive mechanism.The paper is divided into four parts:The first part is the introduction. It introduces the background and significance, domestic and foreign relevant literature of the paper, and enumerates the theoretical tools, the basic ideas and research content, and the creation of the paper.The second part explains the theory of two factors and incentive mechanism of civil servants in our country. It not only describes the basic connotation theory of double factors, but also makes further explanation about civil servants incentive mechanism.The third part analyzes the present situation of incentive mechanism of civil servants in our country. It concludes the existing problems and explores the deep reasons of these problems.The fourth part is about the countermeasures to be taken in the incentive mechanism. This part discusses the countermeasures from the idea and the system aspects, to be specific, it infers the civil service examination, promotion, salary management and incentive management system.In the concrete operation, we can use Herzberg’s two-factor theory to give full play to the role of the public hygiene and motivation factors...
