Research On The Optimization Of Organization Establishment Management Of Public Institutions In L District

Our country’s public institutions are the main carriers for providing social public services and have public welfare attributes.Institutional establishment resources are important governing resources.Since 2000,when the L area was removed from the land and established as a city-building area,the economy and society have developed rapidly,the population has continued to increase,and the people’s requirements for public services have continued to improve.Under the current situation that the total number of staffing is not increasing but decreasing,District L is faced with the current situation of tight staffing and heavy tasks.In addition,as the government streamlined administration and delegated powers,some newly established institutions’ authorized strength was in short supply,and it was even difficult to ensure their daily operations.This paper selects L District as the specific research object,combines the compilation data and materials of the institutions in the L District and the interview materials with the relevant personnel,tries to analyze the problems existing in the establishment management of the institutions in the L District,and explores the countermeasures for the optimization of the establishment management of the institutions.At present,the main contradiction in the establishment management of the institutions is the contradiction between the rigid demands of grassroots governance and the rigid constraints of establishment management.As a district-level government,District L has a particularly obvious need for staffing under the special background of one city and one district.This paper analyzes the current situation of the organization establishment in the L area from the aspects of responsibilities configuration,organization setting,staff establishment,management procedures,supervision and inspection,etc.And through interviews,analysis and other methods,the reasons for the problems in the L area are sorted out,mainly due to the poor urban system and mechanism,the inadequate reform of public institutions,the unscientific establishment of institutions,the low efficiency of the use of the establishment,and inadequate supervision and inspection.Based on the previous research,this paper puts forward the countermeasures to optimize the establishment and management of public institutions in District L: straighten out the urban system and mechanism,deepen the reform of public institutions,standardize the establishment of institutional establishments,innovate the management of institutional establishments and strengthen the legalization of institutional establishments.
