| Shenzhen is a significant window of China’s reform and opening up,and its governance has an important benchmark for other cities.Based on the orientation of “Pilot Demonstration Area Of Socialism” and the implementation of the“Greater Bay Area(GBA)” strategy,Shenzhen’s social mobility has been further improved,and public security is facing more complex factors.Besides,for better respond to the public’s good expectations for urban public security,the security governance capacity has been placing higher demands.Especially how to realize the modernization of the governance capacity is the hot issue.As an indispensable part of social governance,modernization of the public security governance capacity of great importance for the modern transformation of the social governance capacity.The research focuses on the issues of “modernization connotation of public security governance capacity”,“what is the symbol”,“how to evaluate” and“how to accelerate the realization”,and the public security governance capacity of Shenzhen is considered as the research object,through the analysis and evaluation of the historical development stage and present situation of public security governance capacity since the establishment of Shenzhen,to explore the gap between it and the modernization of public security governance capacity and the deep-seated reasons and draw from the experience of others first level cities teach lessons to take countermeasures.First,using the method of literature analysis,this article explains the core concepts such as “Public Security Governance”,“Public Security Governance Capacity” and “Governance Capacity Modernization”,summarizing the connotation,the components and the characteristics of the modernization of the governance capacity and on this basis builds the assessment index for the modernization of public security governance capacities.Second,the comparative analysis method is used to determine the historical stage of development and the current situation of Shenzhen’s public security capability.The public security governance capacity is assessed using static and dynamic evaluation indices and the problems and causes are analyzed in combination with the theorys of Multicenter Governance,Holistic Governance and Process Reengineering.Then it leads the practical cases of upgrading the capacity of public security governance in three domestic megacities: Beijing,Shanghai and Guangzhou to provide reference for the choice of the way of upgrading public security governance capacity in Shenzhen.Finally,based on the governance bodies,mechanism and instruments,this paper presents specific strategies in different dimensions to promote the modernization of public security.The purpose of this research is to strengthen the public security governance capacity and theoretically support the construction of “Safe City” in Shenzhen. |
