A Study On Provincial Public Security "Internet Plus Government Services Initiative"

The rapid development of informatization construction and the wide application of new Internet technologies in the era of big data have exerted a profound effect on public security government services.The public security“Internet Plus Government Services Initiative”,as an important measure which comprehensively integrates the concept of new public service with big data and Internet technology,has laid a solid foundation for public security organs to carry their functions of public service,innovate public service theories and methods as well as improve the quality of public security government services.Besides,the public security “Internet Plus Government Services Initiative” has become the key move to solve the problems of public security reform and make up for shortcomings caused by it.It is also a root manifestation of the implementation of the sixteen-character policy put forward by General Secretary Xi Jinping on the work of public security organs,especially the general requirement of“Serving the People”.Provincial public security organs,as the pioneers both in the applications of big data and in the construction of the “Internet Plus Government Services Initiative” platforms,play a decisive role in realizing the deep integration of public security government services online and offline,and promoting the overall linkage of the whole process online.Therefore,research on the “Internet Plus Government Services Initiative” of provincial public security organs has extremely important practical significance and value.As early as 2013,the Shanxi Public Security Convenience Service Online was officially launched,has accumulated rich experience in standardization work and formed a standardization work system for government websites.In June 2018,the Shanxi Public Security Approval Service Platform with the aim of accessing more government services via a single website,was fully launched across the province,handling 254 online transactions concerning people’s livelihood and enterprise business approval matters in one fell swoop.In terms of the operation of official We Chat,Weibo and other new media,the public security organ of Shanxi Province has also made great progress and promoted the whole development of Shanxi public security.As the first province to integrate big data with public security government services in order to build the unified and digital platform of public security administrative services,Shanxi’s public security“Internet Plus Government Services Initiative” is highly representative and typical.Base on above,this paper firstly research literatures as well as field research,completely understand the “Internet Plus Government Services Initiative” construction situation of Shanxi’s provincial public security organ,and then uses the method of Field Research to analyze the reasons for the existing problems.In the end,this paper puts forward a series of measures to improve the current situation.To be specific,this paper is mainly divided into the following four chapters :The first chapter is an overview of the public security “Internet Plus Government Services Initiative”,mainly including the definition and theoretical interpretation of the core concept as well as the necessity of the“Internet Plus Government Services Initiative” construction.The second chapter focuses on the existing circumstances of Shanxi’s public security “Internet Plus Government Services Initiative”,and analyzes its main measures and achievements in realizing data sharing,optimizing the approval process as well as improving transparency in government affairs.The third chapter mainly analyzes the deficiencies of Shanxi’s public security “Internet Plus Government Services Initiative” from three perspectives including big data thinking and government service concept,infrastructure and talent reserves as well as government service platform design,and then explains the reasons for the problems.The last chapter focuses on the countermeasures and suggestions to improve the quality of the provincial public security “Internet Plus Government Services Initiative”.Based on the above research,combined with actual work experience,this paper puts forward corresponding and targeted suggestions from three dimensions: Firstly,it’s helpful to establish the big data governance thinking,transform the concept of government services,pinpoint police service functions,and strengthen public security organs’ awareness of providing convenient services for people.Secondly,it is to accelerate technical research and personnel training that counts.And the third is to strengthen the online and offline integration of government services,improve services based on public demands,build diversified government service channels,and strengthen exchanges and interactions between citizens and the government.Taking Shanxi Province as a typical case,this paper focuses on analyzing how public security organs use big data to build public security“Internet Plus Government Services Initiative” so as to meet people’s daily needs and expectations as well as facilitate their lives in the information age.This paper hopes to make contributions to improving the overall service level of public security organs and the masses satisfaction,reducing public security administrative costs,as well as enhancing public security credibility and execution power.
