Township civil servants,as grassroots staff who implement and are response for state and governmental policies,play an important role in the political aspects of the country as a whole.According to statistics,grassroots civil servants account for 60% of the civil servants.Their work attitude and work efficiency are directly related to the strength and depth of the implementation of national policies.Therefore,while performing government responsibilities,governments at all levels must mobilize the enthusiasm and initiative of township civil servants.This requires certain stimulus methods and measures,which we call "incentive mechanisms." However,as far as the current situation is concerned,my country’s township civil servants’ incentive mechanism is not perfect and their role has not been fully utilized.This has led to many township civil servants that are not very motivated to work,have no sense of professional happiness and sense of gain,and "speak ugly and face ugly" at work."It’s difficult to handle" has become the label of most of them.In the context of building a service-oriented government,the research on improving the incentive mechanism of township civil servants appears to be of great significance.On the basis of collecting,sorting out and researching relevant domestic and foreign civil servant incentive mechanism theories,we conducted a questionnaire survey on the current situation of township civil servant incentives in L County.Through the investigation,it is found that the lack of fairness of the salary system,the insufficient scientific evaluation system,the insufficient training system,and the insufficient promotion system are the main problems existing in the incentive mechanism of township civil servants in L County.Excavating the reasons behind it,we further found that the social phenomenon of acquaintances in the township area,the deep-rooted awareness of "official standard",the weak supervision and management role,and the grassroots environment are the main factors that make the incentive mechanism of township civil servants difficult to really play a role.On this basis,the author believes that people-oriented,fairness,and respect for group differences should be taken as the basic principles of the incentive mechanism on how to improve the incentive mechanism for township civil servants in L County.In order to improve the incentive method,and optimize the incentive system,we should establish a reasonable salary system,a scientific evaluation system,a complete training system,and a standardized promotion system in the future.
