Performance evaluation to be the core part of company/enterprise performancemanagement along with China political and economic system reform continued todeepen. In recent years, performance evaluation system has been involved inadministrative management gradually in order to maximize administrative efficiency.Grassroot public security take the responsibility to protect national security, securesocial stability, to crack down all kinds of crime, to secure people’s life and propertysafety, take the arduous task for ensure economic development in a safetyenvironment. Therefore, do implement the scientific performance management systemis the key and directly related to the how success of public security work are. So, herewe try to build a more effective and reasonable performance evaluation managementsystem via questionnaire survey, theoretical research and real case analysis ways. Theintent is improving the quality of work, improving the quality of team and motivatingteam more energy.Total five chapters included in this study. First, we do analyze the currentsituation of public security jobs also the background and sense why we utilize teamperformance evaluation system. Here we introduce current situation how evaluateperformance in police area which both include domestic and oversea, meantime bringthe basic idea and main point up. Second, introduce our nation status how thesituation is to evaluate team performance in public security area, especially state andexplain how Tianjin Public Security Bureau implemented/setup the new teamperformance evaluation system called ‘Integration of Monitor and Evaluation’, Alsoanalyze the integrate performance evaluation system of Tianjin Hongqiao SecurityBureau. Subsequently, deeply analyze the existing performance evaluation issue ofTianjin Public Security Bureau via questionnaire survey. Then use Tianjin HongqiaoSecurity Bureau as a model to redesign/plan the new performance evaluation systembase on ‘Combination of Monitor and Evaluation’ as well as understanding intent ofSecurity performance evaluation process. State the performance evaluation how todefine the target, rules, method, major structure of system in order to make the newsystem close the realistic situation to redefine the individual policemen’sresponsibility and role. To accomplish the entire bureau performance was driven bypoliceman individual performance level up as well as the incentive and feedbacksystem. At the end, discuss the potential risk and find the solution of the potential problem after the new system was setup/applied according to the real case of eachbureau.
