With the deepening of social aging and the increasing pressure on urban elderly care,the demand for elderly care facilities and services is rising,especially all kinds of community home-based elderly care service facilities.At this stage,the community home-based elderly care service facilities have basically formed a three-level configuration mode of"street community residential area",and the amount of facility construction and community coverage have increased year by year.However,in the process of actual investigation and visit,it is found that there is the coexistence of idle and insufficient facility resources,some facilities are idle and vacant,and in the old urban area with high concentration of the elderly,there is a situation that the supply exceeds the demand.For such areas with unbalanced facility allocation,if they are not optimized and improved in time,it will make it difficult to effectively ensure the elderly’s pension life,expand the equalization development level of pension facilities among regions,and it will be difficult to achieve the development goal of ensuring everyone’s access to pension services.Therefore,how to configure community home-based elderly care service facilities to match the elderly population,and how to determine the current level of urban overall and regional facility allocation has become an urgent problem to be concerned and solved.Firstly,it analyzes the content and development objectives of the spatial allocation of community home-based elderly care service facilities,defines the selection principles of evaluation indicators,and divides the spatial allocation of community home-based elderly care service facilities into"facility supply"and"residents’access"based on the theory of fairness and justice and the equalization of basic public services.According to the existing policy standards and literature,it identifies the corresponding indicators under each dimension.Secondly,by combing the evaluation methods of public service facilities allocation,this paper analyzes the feasibility of the coupling coordination degree model applied to the spatial allocation evaluation of community home-based elderly care service facilities,and the applicability of the entropy weight method to assign the weight of the evaluation index,so as to complete the construction of the coupling coordination evaluation model of the spatial allocation of community home-based elderly care service facilities.Thirdly,select six districts of Xi’an city for empirical research,use Python to crawl the POI data of community home-based elderly care service facilities,calculate the facility supply level U1,residents’acquisition degree U2and coupling coordination degree D,determine the degree and level of regional facility allocation,and analyze and summarize the current problems in the spatial allocation of community home-based elderly care service facilities in Xi’an.Finally,with the goal of improving the allocation level of community home-based elderly care service facilities and making the elderly enjoy home-based elderly care services fairly,based on solving the dilemma of the mismatch between the current facility allocation and the elderly population,this paper provides countermeasures to solve the problems existing in the current facility allocation and meet the needs of the future from the four aspects of improvement ideas,improvement paths,improvement measures and security measures.The coupling coordination evaluation model of community home-based elderly care service facility configuration can be used to sort out the problems existing in the current facility configuration,delimit the low-level area of configuration,and has a certain reference and reference significance for the elderly care service facility configuration in other urban areas with deep aging and late development of elderly care services.
