Legalization Of Municipal Social Governance

The legalization of urban social governance refers to the social governance that achieves governance goals through legal means within the social governance hierarchy of the city,and is a part of the modernization of urban social governance.In 2022,the first phase of the pilot work for the modernization of municipal social governance was completed,and some problems were exposed during this pilot period of legalization of municipal social governance.Firstly,the legislation is incomplete,lacks regulations on the subject and government authority,and fails to play the role of a bridge in the hierarchy of municipal social governance;Secondly,in the law enforcement process,the grassroots law enforcement capacity is relatively low and there is a lack of law enforcement supervision;Once again,there is a lack of connection between diversified dispute resolution mechanisms in the judicial process;Finally,the legal awareness of the group is weak and there are many illegal phenomena,which need to be improved to promote the smooth implementation of the second phase of pilot work.Community grid management is the innovation management mode of urban social governance at the community level.From the perspective of geographical space,social management and governance,it is clear that urban social governance is the bridge between community grid management and the legalization of urban social governance,forming a close relationship between goals and methods,and influencing each other.The legalization of urban social governance requires community grid management to strengthen legal construction.And community grid management provides a path and new ideas for improving the rule of law in urban governance by strengthening law enforcement supervision,source governance,and diversified dispute resolution mechanisms.Community grid management itself has problems such as unclear legal attributes of the subject,administrative management behavior,and damage to personal information security caused by grid management information systems.The reasons for this lie in deviations in governance concepts,legislative gaps,weak legal awareness among grid personnel,and incomplete grid management information systems.Through analysis,it was found that there is a certain correlation between community grid management and the legalization of urban social governance at the legislative,law enforcement,and compliance levels.Therefore,the legal issues of community grid management can be improved to solve the problem of legalization of urban social governance at the grassroots level.Provide legal suggestions for the issue of community grid management to help promote the legalization of social governance in the city.Firstly,formulate relevant laws and regulations to clarify the subject qualifications.Establish a list to define government responsibilities,clarify community autonomy matters and the rights and responsibilities of management entities,and establish negative lists and admission lists in key areas such as public security and credit systems;Secondly,promote the standardization of the use of management information systems,raise the entry threshold for information systems,and eliminate hidden dangers;Improve the information sharing system to avoid duplicate information collection;Thirdly,promote collaborative governance in accordance with the law,use the grid to drive residents’ participation in autonomy,do a good job in promoting relevant laws and regulations,and broaden participation paths.And establish a diversified dispute resolution mechanism and information system,utilize community information systems to improve the quality and efficiency of mediation,and promote litigation mediation coordination.
