Abstract/Summary:
Basic public education services are the core content of public education services.The"Twelfth Five-Year Plan" for the National Basic Public Service System considers the basic system of publiceducation services to be a significant content,and clearly includes nine-year compulsory education into the scope of basic public education services.The "Fourteenth Five-Year Plan" for public services explicitly states that during the "Fourteenth Five-Year Plan" period,it will comprehensively promote the high-quality and balanced development of compulsory education.To achieve this goal,high-quality teaching staff must be guaranteed.Currently,the Ministry of Education and other eight departments have issued the "New Era Basic Education Strong Teacher Plan",which requires the comprehensive deepening of reforms in the construction of the new era teacher team,strengthening the construction of a high-level teacher education system,and cultivating and fostering a high-quality,professional,and innovative middle and primary school teaching staff.Y City has always focused on the development goal of people’s satisfaction with education,deeply implemented the strategy of prioritizing education development,aimed at the high-quality and balanced development of education,revitalized teacher management,focused on teacher team construction,and continuously improved the level of education public services.However,at present,compared with the new requirements of the development of the new era and the new expectations of the people for high-quality education,the training system forpublic elementary teachers is still deficient.Therefore,it is necessary to optimize the training system of public primary school teachers in the context of the plan of strengthening teachers in basic education in the new era.In light of the above context,this paper has carried out an extensive study of the public primary school teacher training system in Y City,taking the new public management theory,competency theory,and learning from relevant research results at home and abroad,the current status of the training system for public primary school teachers in Y city is compared,through questionnaires and field interviews,The existing problems are found as follows:the training concept and training work are not implemented in place,the training course and content are not perfect,the training mode is not rich and innovative,the training evaluation is not solid enough,and the training guarantee is insufficient.The reasons for these problems are analyzed as follows:the government departments and schools do not pay enough attention,the training needs analysis is not thorough,the training evaluation and teacher incentive support policies are not perfect,insufficient financial support,and inadequate development of teacher development institutions and teacher-researcher teams.With the above issues and reasons in mind,this paper advances countermeasures andsuggestions for optimizing the teacher training system of the public primary schools in Y City:improve the organization and management,reasonably set up the curriculum content,enrich the training model,improve the evaluation mechanism,and strengthen the security measures.Through these measures,the training system of public primary school teachers in Y City will be optimized,and the level of local public primary school teachers will eventually be improved,in order for the population to benefit from higher quality basic publiceducation services.
