Research On The Mobilization Mechanism Of Community Elderly Volunteers

Since October 1988,volunteer service of China has delivered a rapid development and received popular recognition.Compared to the West,however,China's voluntary service has experienced the opposite direction.In the West,the rise of volunteers is the inevitable result of the establishment of civil society and the reform of the political system,while in China,the rise of volunteer service is the inevitable means to promote civil society to establish and promote political reform.This difference in the root causes the study of Chinese volunteers is not what role it can play,but rather how to mobilize the public to participate in volunteer service.Now China has entered the aging society,and the demographic dividend disappear accompanied by the pressure of social security.But the socialist market economic system with Chinese characteristics is still developing,when the public service market is not yet mature;and the political system reform to the government assume the basic role of protection in the field of social welfare to,which makes diverse service needs of the elderly groups in community difficult to meet.In this context,how to mobilize community elderly groups to participate in volunteer service become an unavoidable problem of safeguarding old age welfare and maintaining social stability.Therefore,this study will identify volunteer mobilization mechanism of community elderly as the object of study.Through community research,I found:At present,the community elderly volunteer mobilization mechanism has been initially established,and has made some achievements.However,mobilization mechanism of the volunteer is now facing three major development problems: the first is the separation between mobilization of the main body and mobilization of the object;the second is lack of connection between the target of mobilization and collective action;the third is the imbalance between the collective social capital and individual social capital.The reason is due to the lack of social networks,the reason of which is the lack of social networks.From the perspective of social capital theory,the establishment of "Market,government,social" third-tier structure improve the production efficiency,optimize the allocation of resources after the reform and opening up,but also undermine the social network based on the planned economy.And the community system did not form a new social network in time,which led to the loss of community social capital attached to the carrier,limiting the further development of community building-the formation of community norms and social trust.It can be seen that the key to solving the problem lies in the reconstruction of the social network.I believe that professional social work should be involved in mobilizatio of the community elderly volunteer.Because the social work with three characteristics: professional,neutral and territoriality can meet the need of community elderly volunteer mobilization mechanism;and the "three-stage theory" of the general process model can satisfy the necessity of mobilization mechanism through "community research,professional services and action programs".Therefore,we should make professional social work mobilizes old social workers,which can ensure social stability and promote institutional reform.
