Research On The Central Management Cadres Corruption

Corruption is a global governance problem,and the corruption of senior officials is a key part of it.The corruption of senior officials often becomes the focus of attention and governance because of the bad corruption behavior and high social harm.Since the18 th CPC National Congress,the CPC Central Commission for Discipline Inspection(CCDI)and the State Supervisory Commission(SSC)have quickly become the object of social attention due to their detailed descriptions of corruption among senior officials.The text of Party discipline and government punishments of 272 central-management cadres from February 8,2013 to September 19,2022 was collated and used as the data source for the study of corruption of central-management cadres.First of all,discourse analysis is used to analyze the text from the perspectives of text content,discourse practice and social practice,and to divide the Party discipline and government punishment into three stages: from concise and comprehensive,short in length,to rich in narrative,concrete expression,to complete in style,and the coexistence of universality and particularity.The unique construction of discourse intertextuality fully serves the content of discourse practice.And in the concrete social practice to complete the anti-corruption struggle facts,identity and public opinion construction.Secondly,based on the content of the disciplinary text notification,detailed description and statistics were made on the number,space,rank,educational background,department and local characteristics of cadres involved in corruption.Then,through qualitative analysis,the corruption behaviors of cadres in central management were divided into five categories: position and power,political rules,violation of the eight provisions of the Central Government,honesty and self-discipline,faith and life style.Then,according to the special notification in the punishment text,the typical types of corruption in the management of cadres in the "unreasonable discussion of the central committee","willing to be hunted","political gang","no faith" and "moral degradation" are extracted.Finally,according to the discourse analysis of party discipline and government punishment and the characteristic analysis of the corruption of cadres in central management,the prominent problems in the corruption of cadres in central management are discussed.Secondly,according to the process of anti-corruption struggle,it puts forward the new connotation of integrating the campaign corruption into the institutional corruption by the way of governance tools,and the corruption governance continues to the party’s self-revolution.Thirdly,from the Angle of thought,the author deeply analyzes the power inducement in the corruption of senior officials,and analyzes how a high-ranking central management cadre causes corruption because of power.In summary,the ultimate goal of all corruption studies must be to achieve better governance of corruption.As the top priority in the anti-corruption struggle since the 18 th CPC National Congress,the corruption of cadres in central management needs continuous research from the academic community.Only by analyzing the problem from the actual corruption behavior can we find the real core of anti-corruption,so as to realize the modern governance of corruption in the country.
