Research On The Construction Of Rural Grass-roots Organizations Under The Background Of The Modernization Of National Governance System

Grassroots governance is the core of Chinese social governance.General Secretary Xi Jinping pointed out in the Party’s 20 major report that "the tight organizational system is the advantage of the Party,strength." The modernization of our governing system and governing ability is the new requirement of social governance in the new period.Only by taking the grassroots as the entry point can we effectively improve the level of governance modernization.Through the establishment and improvement of a series of national governance systems,the organizational advantages will be transformed into governance potential energy,and the level of grassroots governance will be constantly improved.In the context of the modernization of the national governance system,new requirements are put forward for the construction of grass-roots organizations.From the diversification of grass-roots subjects to the refinement of services,consultation and democratization,grass-roots organizations play an important role in the process of participating in social governance,which can effectively resolve rural conflicts,gather organizational strength and give play to the core strength in the process of national governance.Strengthening the construction of rural grass-roots organizations and stimulating the self-governance ability of villagers are conducive to improving the level of self-governance and jointly creating the modernization of rural grass-roots organization governance.In the new era,our country is facing a more complex social situation,the problem of unbalanced and inadequate development is quite obvious between urban and rural areas,which requires the rural two levels to improve the organizational leadership of the party,improve the self-governance mechanism of the grassroots,bring into play the role of the rural two levels,and jointly realize the modernization of grassroots governance capacity.Based on the theory of modernization of national governance,this paper comprehensively combs the concept of modernization of national governance and national governance system,and analyzes in detail the transformation of national governance system from social management to social governance and from passive governance to active governance.The diversification of governance subjects,the perfection of governance services and the democratization of consultation are the important features of the modernization of national governance.Grassroots organizations can integrate diverse governance bodies into an integrated system,give full play to organizational synergy,and enhance governance capacity.The basic structure of rural grass-roots organization is the grass-roots Party organization,the villagers’ self-governing organization and the"two new" organization.Grassroots Party organizations should play a leading role in state governance and provide correct direction for villagers’self-governing organizations and the "two new" organizations.Villagers’self-governing organizations play an integral role in the process of national governance,and villagers take the villagers’ committee as a platform to reflect their interests and appeals.The "two new" organizations play a complementary role,covering the blind spots and blank areas that grassroots Party organizations cannot cover,and playing an important role in the process of Chinese-style modernization.Primary-level Party organizations play the role of Bridges and ties,connecting various organizations and forming organizational forces.Through questionnaire survey and empirical research,this paper makes an in-depth analysis of the composition,development status and achievements of the construction of rural grassroots organizations.The investigation found that although the current grassroots organizations can participate in the governance of the country,there are still some problems,such as the weakening of the demonstration and leading role of the Party organizations,the lack of endogenous impetus of the autonomous organizations,and the low enthusiasm of the "two new" organizations to participate in the governance.Combined with the characteristics and laws of the development of The Times,this paper deeply analyzes the deep-rooted causes of existing problems,identifies the root causes and suits the remedy to the disease,and then proposes scientific and feasible practical measures from the three levels of organization construction,mechanism improvement and team strengthening,so as to provide reference for further strengthening the construction of rural grass-roots organizations under the background of the modernization of the national governance system,and continuously strengthen the organizational construction of grass-roots organizations.We will raise the level and level of community-level governance and provide the most critical organizational guarantee for the modernization of state governance.
