| Skilled talents are an important part of China’s talent team and an important force to promote technological innovation and realize the transformation of scientific and technological achievements.The report of the 19th National Congress of the Communist Party of China puts forwvard the goal of "carrying out large-scale vocational skills training and building a knowledge-based,skilled and innovative workforce".Strengthening the training of skilled talents provides a strong talent guarantee for the comprehensive construction of a socialist modern country.An important purpose of all kinds of economic and technological activities carried out by trade unions is to improve the skill level of skilled workers.The special attributes of trade unions in China determine that trade unions play an important role in the training of skilled talents.Taking the trade union as the breakthrough point to study the problem of skilled personnel training,we can find the problems and shortcomings of the city’s participation in skilled personnel work from various angles,levels and aspects,explore effective means to improve the quality of trade union’s participation in skilled personnel training,and strengthen the linkage effect of party and government organs,enterprises and employees.lt is very necessary to deal with the serious problem of skilled personnel loss of northeast people,It is of great significance for trade union organizations to improve the ability of social governance and service.Based on the research background of the shortage of skilled personnel supply in Anshan,this paper selects the perspective of trade union organizations participating in skilled personnel training to carry out the research.Through the methods of literature analysis,questionnaire survey and field research,it is found that although the trade union of Anshan continues to participate in skilled personnel training,the labor market of Anshan still faces the problem of long-term shortage of skilled personnel supply,The main reasons to reduce the training effect are the weakening of propaganda and public opinion guidance of trade union,the lack of joint force with relevant units in the training of skilled talents,the imperfect incentive mechanism for skilled talents participating in the implementation,and the lack of effective guidance in the use of trade union funds.Then it puts forward the countermeasures and suggestions of optimizing the operation mechanism of trade union participation in skilled personnel training,constructing a diversified collaborative system of skilled personnel training,improving the utilization effect of trade union skilled personnel training subsidy funds,and innovating the service mode of skilled personnel training.Let the trade union play a greater role in the city’s skilled personnel work,improve the number of skilled personnel training,improve the quality of skilled personnel training,so as to effectively alleviate the current situation of Anshan skilled personnel shortage,and help the city’s high-quality economic development. |
