The increase in science and technology content and knowledge content of economy has made the skilled personnel the most key resources in the development of economic. The key to mobilize skilled personnel's enthusiasm and creativeness lies hi the incentive to them. This incentive is mainly on material and the core of material incentive is the mechanism of reward. Scientific assessment of skilled personnel's job performance is beneficial to formulate and cany out salary and reward incentive policy correctly. This paper analyzed the basic character of skilled personnel and its effect to enterprises' distribution mode of profits. A systematic study has been made on the theory of incentive to skilled personnel and its application at home and abroad. This paper gives a deep research about incentive theory and application on the base of the demand of the skilled .After analysis the formation and characters of human resource capital and on the base of which ,it discusses the theory and application about the human resource capital. It also talks something about incentive theory and its application being based on skilled personnel's performance. According to the rapid development of scientific skill and requirement of knowledge economy development, it brings forward that the knowledge of skilled should be capitalized, and also have a discussion about the theory and application of knowledge capitalized. After having investigated and studied the problem of salary and reward policy for skilled personnel by the example of Changjiang Company, this paper raised such a plan for skilled personnel suitable for market economy and modern company. Which include position salary, skill salary,short-term efficiency salary, such as project, profit or commission, long-term efficiency salary, such as technical shareholder and stock options for the skilled. According to that the core problem in designing salary and reward is how to assess job performance of skilled personnel objectively and reasonably, one of the emphases of this paper is having designed an appraising index system for job performance of skilled personnel. Which by use of connection of qualified and quantities dates, and a comprehensive vague appraising method has been used, the paper have a deep research for the total assessment for the skilled in Changjiang Company. Finally, this paper has also studied necessary measures to carry out the plan of salary and reward, so as to ensure a more scientific and more effective incentive mechanism to skilled personnel.
