A Study On The Communist Party Of China’s Safeguard Of Customs Sovereignty(1921-1949)

China’s modern customs business is extensive,its scope involved in politics,economy,military,education,diplomacy and other fields,had a wide impact on modern Chinese society.Therefore,China’s modern customs history has always been the focus of academic research.However,in a comprehensive review of the current research results,most scholars still focus on the study of "foreign customs" and "regular customs",and lack due attention to the study of the Communist Party of China and the modern customs field.Even if it is involved,some only describe the process of the Co mmunist Party of China’s recovery of customs sovereignty in a macroscopic way,without detailed analysis;Or pay attention to the study of local customs history,but lack of overall thinking.Based on historical materialism,standing at a new starting point of the century-old Party history,based on historical materials and existing research achievements of the academic circle,this paper studies history and returns to the basic principles of Marxism.Through text research and historical materials supplement,it puts itself into the struggle of the Communist Party of China leading the people to recover the sovereignty of the customs,and explores the tip of the iceberg of the Communist Party of China and the modern customs field.The first part examines the historical process of the loss of customs sovereignty in modern China,including the loss of customs customs autonomy,customs administrative power and customs tax custody power,and objectively expounds the struggle of landlord class,peasant class and bourgeoisie for the recovery of customs sovereignty,and finally analyzes the reasons for its failure.The second part,in accordance with the four stages of the new democratic revolution,focuses on the struggle process of the Communist Party of China to safeguard the sovereignty of the customs,which is mainly divided into two parts:the struggle of the leadership of the enemy-occupied area and the customs practice in the base area.The third part profoundly summarizes the basic experience of the Communist Party of China in the struggle to safeguard customs sovereignty,including the definition of the struggle object,the selection of ideological guidelines,the reconstruction of the state machinery,the emphasis on strategies and methods and the establishment of work to follow five experiences.The fifth part discusses the practical enlightenment of the struggle of safeguarding the sovereignty of the customs of the Communist Party of China,including strengthening the leadership of the customs work,safeguarding national sovereignty and development interests,and deeply promoting the innovation of the customs system,in order to provide certain insights and thinking for building the new socialist modernization of the customs in the new era.
