Analysis Of The Role Of Grassroots Government In The Transformation And Upgrading Of Textile Industry In Shengze Town,Wujiang District

During the 14th Five-Year Plan period,China’s textile industry is in a critical period of upgrading and transformation.It is an inevitable requirement of contemporary China to discuss how to give full play to the role of the government and realize the goal of the transformation from a textile country to a textile power.Shengze Town of Wujiang District has been an important town in the national silk textile industry since ancient times.The scale of the textile industry is hundreds of billions,and the textile industry is the local pillar industry.However,in recent years,the local textile market gradually lagged behind other brother markets,and the transformation and upgrading of the local textile industry encountered a bottleneck.Grass-roots government usually refers to the township government,but after the expansion of the strong town,Shengze Town of Wujiang District has some functions of the county-level government.At the same time,the local government has set up a special agency to participate in the management of the professional market of China Oriental Silk Market for a long time.Therefore,this paper selects the role of the grass-roots government in the transformation and upgrading of the textile industry in Shengze Town,Wujiang District.Through literature research,case analysis,comparative analysis and other methods.combined with the theory of market failure theory,government economic function theory,new public management theory,new public service and other theories,from the development situation of Shengze Town and its textile industry,put forward the necessity and importance of grass-roots government to play a role.And combined with the local reality,summarized the grass-roots government has played a role of guidance,promotion,service and management and achieved results.We further consider the shortcomings of the above role and analyze the causes of the problem.This paper shows that due to the implementation characteristics of the grassroots government,the limited financial budget,and the traditional "GDP theory",the government has played defects.Put forward the suggestion to promote the grassroots government to play a bigger role,namely based on industrial policy,comprehensive interaction,problem oriented,security market,etc.,constantly strengthen the guidance of the grass-roots government,promote,service,management,finally realize the region of the textile industry transformation and upgrading process better,better effect,to the textile industry gear upgrades to drive the high quality development of the local economy.
