Research On The Optimization Path Of The Policy Of Economical And Intensive Utilization Of Industrial Land In Changshu

Since the reform and opening up,with the rapid development of township industry and the orderly progress of urbanization,southern Jiangsu has entered the release period of "land dividend" earlier.However,the extensive development mode of focusing on scale and expansion has greatly affected local land use efficiency and overall spatial planning,and has also brought severe challenges to current and future land management.The report of the Party’s Twenty National Congress also stressed that China’s economy has shifted to a stage of high-quality development,and the theme of economic and social development must be to promote high-quality development.Land,especially industrial land,is the most basic and scarce element in economic growth.Its utilization efficiency is related to the quality and efficiency of economic development.In the context of promoting high-quality development,deepening the economical and intensive use of industrial land is a general trend,an inevitable choice,and a practical need.This article focuses on how local governments in economically developed counties(districts)can better promote the economical and intensive use of industrial land in the context of high-quality development.Using literature analysis,interviews and research methods,starting with the definition of industrial land,economical and intensive land,and drawing on the industrial location theory,the theory of diminishing returns on land,and the theory of government regulation,The policy exploration,problem analysis and optimization path suggestions of Changshu on the economical and intensive use of industrial land are discussed in depth.First of all,starting from the inevitability of promoting the economical and intensive use of industrial land in Changshu under the background of high-quality development,this paper summarizes the exploration and practice of Changshu’s industrial land supply,transfer,renewal,supervision and other policies,analyzes the problems and causes in the implementation of current industrial land use policies,and finally puts forward suggestions to better optimize and improve the measures for the economical and intensive use of industrial land in Changshu.This paper believes that in order to better promote the economical and intensive use of industrial land,it is necessary to establish and improve the corresponding system and mechanism,integrate and unify relevant policies and systems,promote the concentration of factor resources to advantageous regions,and make full use of big data means to strengthen the systematic management of the whole life cycle of land use enterprises,implement supervision,and build a "virtuous circle" of efficient land use.
