Land is not only the most important and essential foundation of man's existence and development ,but a kind of acceplaceable material wealth of the society. Amongst the lands resources,arable land is something especially essential.lt provides us with over 80 percent of our heating and 75 percent of the protein in our life. We don't have an abundance of arable land and the high quality of it will not last forever. As a result of urbanization and development of township economy,part of the arable land is not necessarily being used for farming.At the same time,the current population and the dranastic growth of it in recent years will require preservation of the high quality land in large quantities.This conservation will settle any conflict between new construction and existing facing.After entering the WTO,agricalture products born out of advanced technology and modern managing patterns will spring up in China. The fact requires that all kinds of demestic markets should be opened for the sake of competition.We can foresee future difficulties for agriculture in China.lt has just begun to adjust in structure and finds itself with a low ability in competition^ small scale production with high cost.At this time,the prequisitions to win the competition will be high technology,intensive,broad-scaled management,efficiency in using the arable land,as well as the quality of the farm products.Furthermore,in order to develop agriculture,we will have to broaden the managing scale,make the manufacturer more efficient,introduce more advanced technolngy and management(whilst continuously inproving the degree of intensives and efficiency in utilizaing the arable land,and reducing the cost ofproducts).However,driven by more urgent needs in day to day life,farmers are not active enough in their farming.The arable land is being carelessly managed and sometimes even left derelict.Consequently there is a great urgency to utilize the arable land and to promote farming on a larger scale.This paper evaluates the meaning of intensive utilization in Liu Yang,Hunan.Uaterials have been collected from relevant departments and earth to earth research has been made.All the diagrams and numbers are processed with the help of software SPSS and the biological information system(ARC/INFO,Arcview,Mapinfo etc.).It the evaluation we study arable land locations on the map which indicates the current situation of the utilization of land in Liu Yang,(taking typical crop such as rice as a reference). Having made quantitative and qualitative analysis on the 1156's arable land spots in 40 towns and villages,we discover that:1 .The general level of arable land intensive utilization is low.2.Intensive utilization of arable land has great potectials,but many obstacles still exist.3. Investment of material,lacks variety and the quality of soil is in need of improvement.All the research points to a low level of intensive utilization mainly due to a lack of interest by the farmers.This is the result of:1.The agricultural infrastructure not being strong enough to fight against natural calamities,farmers experience fluctuating harvests.2.Agricultural products being so low-priced that farmers receive few benefits from farming.3.Farmers cannot bare the heavy burden of tax due to the unreason-able execultion of tax system.4.Thanks to other non-agricultural industries farmers have many other options to make a living instead of farming with heart and soul.5.Land is difficult to transfer between farmers because the relevant systems are not workable.6.The quality of agricultural products is slow to improve because there is little investment in technology.The paper implies that a continuously-productive pattern,an efficient,economic pattern,and a stereoscopic-circulating pattern should be widely adopted in Liu Yang.In order to make farmers more active and realize the importance of intensive utilization,the agricultural products market should be cultivated;a social service system should be established;information monitoring...
