The township government is the most basic political power organization in our country.The Administrative Village Party organization and the villagers ’ committee serve as a bridge to communicate with the masses under the leadership of the Township Party Committee government.They play a role in helping the villagers,the important role of seeking happiness and development for peasants.Township government is an indispensable guide for village organizations and farmers to seek development,and the village cadres under the jurisdiction of township government are the backbone of its work in rural areas.Therefore,effective play to the role of village cadres,the Party and the government in rural areas are an important guarantee for the success of all undertakings.However,after the author consulted the data,it was found that the relevant scholars had done little research on the performance appraisal of village cadres,and there was no systematic theoretical system to match the village cadres,the township government is not clear about the identity of the village cadres and the work efficiency,and the performance appraisal of the village cadres is more traditional,lack of innovation,basic reference to the relevant appraisal system of the national staff.Due to the lack of proper performance appraisal,some village cadres have been hit in their work enthusiasm,affecting the effective promotion of various work,rural development is relatively slow,some “Three rural”problems in the first line of delay.Therefore,to strengthen the research on the theory,system,current situation,object and method of the performance appraisal of village cadres,and to establish and improve the performance appraisal system of village cadres can better guide and inspire the enthusiasm of the majority of village cadres to start their own business,it is of great significance to the implementation of “Rural revitalization”,the nation’s number one project.In this paper,by studying the relevant theories of performance appraisal,using the methods of discussion,interview,questionnaire and so on,the author dissects and analyzes the present performance appraisal scheme of rural cadres in Boluo County,Huizhou City,to find out the problems existing in the performance appraisal of rural cadres in Boluo County,Huizhou City,such as low pass rate,low sense of identity,low participation,imperfect evaluation subject,and so on,by supplementing and improving the strategic map of Boluo County cadre ranks in Huizhou City,and improving the performance appraisal methods of Boluo County Government for rural cadres in Huizhou City,for example,we should strengthen the guarantee of the organizational personnel system in performance appraisal,improve the performance appraisal system,set up more scientific appraisal indexes,improve the main system of evaluation,adopt comprehensive appraisal methods,strengthen the monitoring and control of performance appraisal,adhere to the principle of dynamic appraisal,and perfect the incentive,reward and punishment measures,thus to optimize a set of local conditions,adapt to the situation,Boluo County,Huizhou City,rural cadres performance appraisal program,the correct employment and management of people-oriented,and constantly improve the performance and effectiveness of rural cadres.With a view to be able to other county district performance appraisal work to provide reference,improve the county and town for the village cadres performance appraisal of scientific and comprehensive results.
