Study On Optimizing Route Of Township Convenience Service In Pingyi County

The report to the 19th National Congress of the Communist Party of China(CPC)pointed out that the focus of social governance should be moved down to the grassroots level,the role of social organizations should be brought into play,and the positive interaction between government governance,social regulation,and residents’ self-governance should be realized.Improving the grassroots governance system and improving the service capacity of the grassroots is the top priority of the current grassroots work.In order to realize the new pattern of modernization of community-level social governance featuring joint contribution,joint governance and shared benefits,it is necessary to integrate all resources,innovate governance methods,optimize service content,establish and improve a system of convenient services for urban communities,towns and villages,and truly open up the "last mile" of convenient services for the people.Only by achieving "zero distance" in serving the people,allowing the people to solve problems "at their doorstep",and constantly promoting the role of community-level convenience services in the modernization of community-level governance system and governance capacity,can we effectively achieve the standardization,standardization and facilitation of serving the people.Township government as the most basic level of government,village as the basic unit of grass-roots governance,do a good job of township services for the convenience of the people to provide more and better services for the grass-roots people is an important issue facing the current grass-roots governance.As administrative organs directly facing the grassroots people,towns and townships bear the burden of optimizing the development of convenience services.How to implement the relevant decisions and arrangements of government services made by their superiors,further promote the standardization of township convenience services,implement the service reform of "using one network,entering one door and handling one service",and promote the level of township convenience services to be greatly improved.It is an inherent requirement for improving the business environment,enhancing the sense of gain of enterprises and the people,and modernizing China’s governance system and capacity.Through extensive collection of books and periodicals(including online and offline)related to "social governance effectiveness" and "convenience service",this study carefully analyzes and summarizes the research status quo of convenience service practice by using literature analysis method.On this basis,the town-level convenience service center and village-level convenience service station of P County W are taken as the research object of the study of township convenience service.Based on the convenience service problems encountered in the actual work,the cases,data and problems in the convenience service work of W Town in P County were collected,summarized and summarized by case analysis and interview.The paper summarizes the problems existing in the convenience service work of W Town in P County,including the imperfect construction of convenience service institutions,personnel training management can not meet the service needs,extensive and imprecise service methods,weak links in the service process,low service efficiency affecting the satisfaction rate of the public service,etc.Combined with the theory of new public service,the theory of seamless government and the theory of holistic governance,the existing problems are analyzed and summarized,and optimization countermeasures are proposed.It is concluded that the reasons leading to the above practical difficulties are mainly inaccurate service concept and work positioning,deviation in the operation process of the service system,standardized upgrade of the service process is not in place,and the supervision and assessment mechanism of convenience service is not perfect.Therefore,The paper puts forward some countermeasures and suggestions to optimize the convenience service of P county W town and improve the efficiency of grassroots social governance,such as establishing the nearby and local convenience service platform in rural areas,optimizing the personnel post management training mode,innovating and perfecting the service mode,improving the operation mode of management system,improving the convenience service process and improving the supervision and assessment mechanism.
