Research On Urban Home And Community Elderly Care Services In Nanchang

According to the statistics of the seven popular education programs(as of November 1,2020),the total permanent population of Nanchang in Jiangxi Province is 6.255 million,including 936200 people aged 60 and above,accounting for 14.97%.Due to the implementation of the one-child policy for more than 30 years from 1980 to 2016,the contradiction that the "only generation" has no time to take care of the elderly has become more and more concentrated.The number of elderly people in urban areas has increased every year,showing a trend of disability,empty nest,aging and aging before getting rich.With the continuous improvement of living standards,the demand of elderly people for elderly care services has become increasingly diversified and high-quality,and the supply of elderly care services has become a distinct contradiction with the diversification of demand.In the past three years,Nanchang has improved elderly care service facilities and improved the quality of elderly care services.It has been included in the national home and community elderly care service reform pilot,the urban enterprise linkage inclusive elderly care pilot,the national medical and elderly care integration pilot,and the basic elderly care service improvement project pilot cities.The elderly care service policy system has been continuously improved,the standard system has been continuously improved,the facility construction has been continuously strengthened,and the service supply has become increasingly diversified,However,there are still many weaknesses.Based on the actual situation of Nanchang,combined with the pilot experience of Nanchang in exploring urban elderly care in recent years,and according to the existing elderly care service policy documents of Nanchang,this paper conducts in-depth analysis from the four dimensions of the development background,demand and service status,existing problems,and improvement measures of elderly care services.Before starting to prepare the paper,it mainly uses literature analysis,questionnaire survey,field research and other research methods,including facilities,policies,services Analyze the current situation of elderly care services in Nanchang from five perspectives of talent and operation,and grasp the service needs of the elderly through questionnaires.The problems existing in urban home and community elderly care mainly include the following two aspects: on the one hand,from the perspective of the government,the problems in facility supply,policy supply,talent supply,supervision and regulation are analyzed,which are mainly reflected in insufficient site construction,incomplete facilities,insufficient policy support,incomplete standards and specifications,insufficient service talents,unprofessional service teams,insufficient supervision force,and backward regulatory measures;On the other hand,the problem of insufficient service supply is analyzed from the market perspective,which is mainly reflected in the single service content and unbalanced service supply and demand.Finally,it puts forward suggestions and strategies from the three dimensions of government,enterprise and society.The government should improve the working mechanism,strengthen policy support,strengthen the facility system,strengthen the talent team,improve the standard system,and implement multi-dimensional supervision;At the enterprise level,we should focus on accurate supply and rich service system;The social level should promote multi participation.This paper combines the national proposal to build a coordinated elderly care service system of home and community institutions,studies elderly care services as a system,and summarizes strategies for improving urban home and community elderly care services in Nanchang City based on the development status.It provides advice for government departments in formulating elderly care service policies,and also provides reference for home-based elderly care institutions in improving service content and service quality.
