Case Study On Four-Level Grid Community Governance In Pidu District

In recent years,due to the strengthening of the idea of social openness and inclusiveness,and the strengthening of urban functions as well,large numbers of people are flocking to the rapid developing cities around the country.Until December,2021,the urbanization rate of permanent residents in China has been growing at an annual rate of1.39%,the increasing population base makes the structure of grassroots community more complex,therefore,the social governance is becoming more and more difficult.Under the background of increasingly complex community structure,especially in the postCOVID-19 era,the question that how to effectively unite various forces,promote the governance of grassroots communities in a long-term and stable way,and continuously improve the governance efficiency is the direction that the construction of modern community governance system has been working on,and the purpose of this study as well.This study takes the grid community governance in Chengdu’s Pidu District as the research content.Firstly,the author reviews the research status of grid community governance at home and abroad,and collects research data by means of field observation,interview and questionnaire survey,in order to clarify the background,basic measures and achievements of this governance in details.Secondly,the author makes an analysis in turn from grid community governance system,operation and guarantee system and governance satisfaction based on the guiding theories of network governance,fine management and collaborative governance.By comprehensively using of theoretical analysis and investigation,the author try to clear the logic of the four-level grid community governance,make sure the key logic of achieving success of the grid community governance in Pidu District,and summarize some relevant experience,in order to make a further development of the grid community governance.The results of this study show that:(1)The grid community governance should pay attention to the precision of governance.It is useful to refine the jurisdiction grid layer by layer,imply to every unit and go to every subtle point,which can reflect high benefits from "micro-governance" through delineating grid boundaries clearly,adjusting the grid scale dynamically,covering the governance area comprehensively and other measures as well.(2)The grid community governance should pay attention to the professionalism of governance.It is useful to effectively improve the professionalism and governance efficiency of grid community governance personnel through establishing the specialized status of grid-based community governance and the joint governance implementation team mainly composed of full-time grid members.(3)The grid community governance should pay attention to the rational application of modern technology.It is useful to make sure the accuracy and efficiency of each governance link through making a comprehensively use of network,information and other modern technology to establish intelligent system and platform.
