E-Government Construction In Sihanoukville,Cambodia:Research On Problems And Achievement

In the late 1990 s,Cambodia began to introduce e-government and further developed it.Through e-government,the efficiency of the operation of various systems of Cambodian government departments has been improved,and the government has also entered the mode of electronic management.This paper analyzes the achievements and practices of the e-government development of the Sihanoukville municipal government through the investigation and research on the e-government of the Sihanoukville municipal government in Cambodia.A detailed analysis is made from Sihanoukville’s e-government infrastructure and services,implementation,overall framework and operating mechanism.Adopt the method of survey and interview,design a questionnaire,and select the sample to conduct an interview survey on the public satisfaction of e-government in Sihanoukville,Cambodia.Then discuss the existing problems and obstacles in the development and improvement of e-government in Sihanoukville,Cambodia.Based on the survey results,it is concluded that there are still many problems in e-government in Sihanoukville,Cambodia.For example,the legal system construction of egovernment is relatively lagging behind.The management system of e-government is not perfect,the function of the main responsible person of e-government is unclear,and the information leakage of e-government is not enough.In the international reference and analysis of e-government,it analyzes the development of e-government in the United States,Singapore,China and other countries,and summarizes the development and reference of international e-government.Based on the experience of advanced countries in e-government,this paper proposes improvement measures based on Sihanoukville’s own characteristics.The problems existing in Sihanoukville can be solved by formulating and improving egovernment related laws and regulations,optimizing the functions of government e-government websites,optimizing e-government information security,etc.,so as to improve the e-government in Sihanoukville Level.
