Study On Comprehensive Treatment Mode And Benefit Evaluation Of Coal Mining Subsidence Land Based On The "Fishing,Woodcutter,Farming And Reading" Project

Jining is one of the 14 large coal bases of 100 million tons in China.The proven coal reserves in the city are 15.11 billion tons,accounting for more than 50% of the proven reserves in the province.However,the long-term coal mining has brought serious land subsidence problems to the local areas,such as the reduction of cultivated land tenure,environmental degradation and other problems,and urban development has been restricted.In recent years,Jining has implemented a large number of coal mining subsidence land treatment projects,which have achieved some results.However,there are still problems such as backward comprehensive treatment concepts,insignificant implementation results and insufficient industrial driving capacity.It is urgent to explore and innovate new models for coal mining subsidence land treatment,improve the ecological,economic and social benefits of coal mining subsidence land treatment,and promote the harmonious coexistence of people and nature in the subsidence area.This paper takes the governance of coal mining subsidence land in Jining City as the research background,selects the comprehensive governance model of Zoucheng City’s "Fishing,Woodcutting,Farming and Reading" project as the research object,and comprehensively adopts the field survey method,literature method,case analysis method,fuzzy comprehensive evaluation method and analytic hierarchy process to deeply explore the scientific and effective model of comprehensive governance of coal mining subsidence land.Refined the theoretical basis of comprehensive treatment of coal mining subsidence land,summarized four coal mining subsidence land treatment modes of agricultural reclamation,ecological treatment,industrial treatment and comprehensive treatment,compared and highlighted the advantages of the comprehensive treatment mode of coal mining subsidence land,and pointed out that the comprehensive treatment mode has significant effects on relieving the pressure of land resources,improving the ecological environment,promoting the upgrading of industrial structure,and promoting the coordinated development of ecological,economic and social benefits.This paper is based on the theories of restoration ecology,landscape ecology,ecological economics and sustainable development,fully combines theoretical research with practice,focuses on the comprehensive governance model of Zoucheng "Fishing,Woodcutting,Farming and Reading" project,and conducts comparative research and field research before and after the implementation of the project,It comprehensively and systematically analyzed the design concept and implementation mode of the four levels of "land improvement,ecological restoration,cultural tourism and industrial introduction" in the comprehensive governance model of the project,and proved the practical significance and value of the comprehensive governance model from the perspective of examples.Secondly,the comprehensive benefit analysis model of the "Fishing,Woodcutter,Farming and Reading" project is constructed to comprehensively analyze the economic,social and ecological benefits achieved by the project,and objectively evaluate the governance effect.From the evaluation results,the comprehensive benefit evaluation score of the project is 3.0043,reaching a good grade,among which the improvement of ecological benefit is the most significant,higher than the comprehensive benefit level;The economic and social benefits are slightly lower than the level of comprehensive benefits,and good results have also been achieved.However,in the short term,the economic and social benefits brought by the implementation of the project to the local area have not been fully highlighted.It is necessary to further introduce market-oriented management,promote distinctive tourism brands,improve the long-term operation benefits of the project,and give full play to the regional driving capacity of the project.Finally,according to the project evaluation results,in order to better improve the comprehensive treatment effect of the mining subsidence area in Jining City,three countermeasures and suggestions are put forward,namely,clear the direction of the comprehensive treatment of the subsidence land,broaden the source of funds for the treatment of the subsidence land,and innovate the technology and mode of the comprehensive treatment of the subsidence land.
