| From the perspective of historical development,agricultural development has been highly valued by the Central Committee of the Communist Party of China.In the exploration and practice of the work of "agriculture,rural areas and farmers",the central committee of the Party has put forward the strategy of rural revitalization and development.In the process of realizing this great goal,sufficient practical talents in rural areas are needed to do the support.As the capital of Inner Mongolia Autonomous Region,Hohhot’s development is related to the whole Inner Mongolia,among which Saihan District is Hohhot’s most populous urban and rural combined area.Saihan District has vast rural resources,in recent years under the leadership of the Party,the district relies on these resources to build the rural practical personnel team,and has achieved great results.However,there are still some problems in the construction of rural practical talents in Saihan District,and the construction of talents needs to be strengthened urgently.Based on the above discussion,this study describes the current situation of rural practical talents in Saihan District by combining investigation and relevant theoretical research,and makes a detailed analysis on how to strengthen the construction of rural practical talents team.The first part is the introduction,which expounds the background and significance of this study.Then,on the basis of referring to relevant studies at home and abroad,the current situation of the construction of rural practical talent team is analyzed and sorted out,and the corresponding theoretical basis is provided.Then,the research data and materials are obtained by field investigation,issuing questionnaires and interviewing the heads of relevant departments.On this basis,the thesis discusses the current situation and preliminary achievements of the construction of the rural practical talents team in Saihan District.So as to understand that there are problems in the construction of rural practical talent team,such as unreasonable distribution structure,serious brain drain,low overall talent quality,inflexible talent recruitment measures,and low level of talent training and cultivation.The reasons mainly include imperfect top-level design of talent system construction,unbalanced urban and rural talent development environment,incomplete talent related training mechanism,fewer talent innovation and entrepreneurship projects The carrying capacity of the talent carrier platform is low in five aspects,which seriously restricts the effectiveness of the construction of the rural practical talent team in Saihan District.Therefore,suggestions with practical value are put forward to optimize the talent strategic layout,optimize the talent development environment,carry out the education and training promotion project,open up new heights for the construction of high-quality projects,and promote the construction of innovative talent carriers to promote the revitalization of talents in Saihan District. |
